About The Position

The VP, Finance & Administration is a senior enterprise leader responsible for managing and continuously improving several of FullBloom's core Finance Shared Services functions. Reporting directly to the Chief Financial Officer, this role serves as a strategic partner to the CFO and business unit leaders, ensuring that back-office operations are efficient, compliant, and built to scale alongside a growing multi-brand platform. This leader will oversee Accounts Payable, Procurement, Payroll, Benefits Administration & cost management, Workers' Compensation, and Corporate Real Estate. The ideal candidate is a seasoned operational leader who brings financial acumen, functional depth across multiple disciplines, and the ability to drive process improvement and team performance in a complex, PE-backed environment. An appreciation for FullBloom's mission and an understanding that Financial Shared Services excellence directly enables better outcomes for children is essential.

Requirements

  • 12+ years of progressive finance and operations experience, with at least 5 years in a senior leadership role overseeing multiple functions.
  • Experience in a PE-backed, multi-site, multi-entity environment strongly preferred; education, healthcare, or human services industry experience is a plus.
  • Demonstrated expertise across two or more of the core functional areas: AP, payroll, benefits, workers' comp, procurement, or real estate.
  • Experience implementing or formalizing a PO process and procurement infrastructure in a mid-to-large organization.
  • Strong knowledge of relevant compliance frameworks (ACA, ERISA, FLSA, ASC 842, multi-state payroll regulations, etc.).
  • Track record of leading operational teams through periods of growth, including M&A integration.
  • Systems-oriented thinker with experience evaluating and implementing ERP, procurement, and payroll platforms.
  • Exceptional communication and influencing skills; able to operate effectively at both the strategic and operational level.
  • Bachelor's degree in Finance, Accounting, Business Administration, or related field required; MBA or CPA a plus.

Responsibilities

  • Oversee the AP function across all FullBloom operating businesses, ensuring timely and accurate processing, strong vendor relationships, and adherence to internal controls.
  • Drive process standardization, automation, and scalability across the AP function in support of organic and acquisition-driven growth.
  • Partner with the CFO, Controller and FP&A on cash flow management, vendor payment terms, and working capital optimization.
  • Lead and develop the existing procurement team, elevating its capabilities and establishing a more structured, disciplined approach to spend management across the platform.
  • Introduce and implement a formal purchase order (PO) process, including policy design, system configuration, approval workflows, and change management to drive adoption across the organization.
  • Conduct ongoing spend analysis to identify consolidation opportunities, preferred vendor categories, and cost savings.
  • Establish or enhance a preferred vendor program and negotiate enterprise-level agreements in key spend categories, including facilities, technology, professional services, educational materials, and clinical supplies.
  • Create and track KPIs including cost savings, contract compliance, PO cycle time, and supplier performance.
  • Partner with business unit leaders to balance enterprise purchasing leverage with the operational flexibility our schools and programs require.
  • Oversee end-to-end payroll processing for all FullBloom employees, ensuring accuracy, timeliness, and compliance with federal, state, and local regulations across a multi-state workforce.
  • Lead evaluation and optimization of payroll systems and technology in partnership with HR and IT.
  • Ensure appropriate controls, audit readiness, and responsiveness to regulatory changes impacting payroll.
  • Own the financial performance of FullBloom's self-insured medical benefits program, with accountability for total plan cost, claims trends, and stop-loss program management.
  • Manage relationships with the Third Party Administrator (TPA), stop-loss carrier, pharmacy benefit manager (PBM), and other medical program vendors, including contract negotiation, performance oversight, and renewal strategy.
  • Monitor claims data and utilization trends to identify cost drivers, high-cost claimants, and opportunities for intervention — including disease management, care management, and network optimization.
  • Partner with the stop-loss carrier to ensure appropriate specific and aggregate coverage levels, manage laser exposure, and optimize the risk financing structure of the plan.
  • Conduct ongoing benchmarking of plan design, cost-sharing, and total plan cost against relevant market comparables to inform annual plan design decisions.
  • Develop and present financial reporting and projections on medical plan performance to the CFO and executive team.
  • Partner with HR on annual plan design decisions, open enrollment strategy, and employee communications, ensuring that financial sustainability and employee experience are appropriately balanced.
  • Collaborate with Legal and Compliance to ensure the plan meets all ERISA, ACA, HIPAA, and fiduciary obligations.
  • Own the financial performance of FullBloom's workers' compensation program, with accountability for total cost of risk across all operating entities.
  • Manage the company's risk financing structure, including insurance program design, carrier and TPA relationships, policy renewals, premium allocation, and collateral management.
  • Oversee claims administration in partnership with the TPA, with a focus on reserving accuracy, indemnity cost management, medical cost containment, and timely claim closure.
  • Manage medical management vendors, including managed care networks, bill review, and utilization review programs, as cost-containment tools.
  • Lead the company's return-to-work and modified duty program, driving early intervention and transitional duty placement to reduce indemnity costs and support employee recovery.
  • Develop and maintain loss control and workplace safety programs in collaboration with operations leaders, with a focus on reducing claim frequency and severity.
  • Produce and analyze loss run data, claim trend reporting, and program benchmarking to support ongoing program stewardship and carrier negotiations.
  • Partner closely with Legal and Compliance on litigation management, OSHA regulatory obligations, fraud referrals, and matters where workers' compensation intersects with ADA, FMLA, or other employment law requirements.
  • Lead FullBloom's corporate real estate strategy, including lease administration, site selection, renewals, and dispositions across the corporate and operating business footprint.
  • Manage broker relationships and negotiate lease terms in coordination with legal and finance.
  • Maintain a centralized real estate database and ensure accurate financial reporting of lease obligations under ASC 842.
  • Support M&A integration efforts as they relate to real estate transitions and consolidations.
  • Lead, develop, and retain a high-performing team across all functional areas, fostering a culture of accountability, continuous improvement through leveraging AI and improving or adding processes, and service excellence.
  • Serve as a key thought partner to the CFO on infrastructure investment, cost management, and operational scalability.
  • Collaborate closely with HR, Legal, IT, and business unit finance leaders to align Shared Services delivery with enterprise priorities.
  • Support due diligence and integration activities for acquisitions, with a focus on functional onboarding and harmonization.
  • Represent Shared Services in interactions with private equity sponsors, external auditors, and lenders as appropriate.
