About The Position

To serve as a member of the executive team with primary functions to include: Acting as the liaison for operational issues impacting the medical staff; Supporting the elected medical staff leadership in their peer review and quality improvement efforts. Focusing on aligning and engaging medical staff in efforts to deliver the highest standard of medical care. Participating in development and implementation of systems and processes that ensure the highest quality of patient care, safety, and evidence based care across all disciplines and the hospital. Providing medical perspective to strategic and operational planning. Participates in executive and board of directors meetings to provide physician presence and input into the strategic and operational discussions, deliberations and planning. Representing the hospital in a professional, competent manner in the community, state, region and nation. Providing leadership and accountability in achieving system and hospital vision, financial and operational goals and targets. Ensuring an organized, multidisciplinary team approach for general acute care services at SMH. (to include both inpatient and outpatient services). Carry the voice of the physicians to Administration. Support the hospital and medical staff in clinically/ethically challenging cases.

Requirements

  • Doctor of Medicine (MD)
  • 15 or more years of experience in hands-on clinical medicine.
  • Board certification in a given specialty is required.
  • 10 or more years of experience as a leader in medical staff functions and/or service line(s).
  • Licensed to practice medicine in the state of California.
  • Knowledge of hospital operations, delivery of medical and surgical care in the outpatient and inpatient setting.
  • Knowledge of the role of quality and utilization review: Familiarity with geometric mean LOS, Disease severity, Case mix index, Miliman and Interqual criteria for delivery of care.
  • Skilled in conflict management resolution.
  • Familiarity with PC based, server computer operations.
  • Knowledge and experience with: High reliability organizations, Lean management.
  • Knowledge of general systems theory; organizational and administrative theory and research; social, behavioral and political science; nursing science and health care organization/hospital administration.
  • Demonstrates effective group process skills; ability to organize and direct others; ability to work collaboratively with medical staff, nurses, and Sharp HealthCare administration.
  • Ability to handle politically sensitive situations with tact and demeanor.
  • Outstanding oral and written communication skills.
  • Highly respected clinician with ability to relate to and engage the clinical population.

  • Promote the Sharp HealthCare Patient Safety Program by advocating for safety reporting and championing process changes and system design that leads to reduction in safety events.
  • Achieve Culture of Safety survey response rates of 30% or higher, share survey results with staff, and use survey results in improvement efforts.
  • Promote hand hygiene by establishing processes to monitor compliance, make results available to staff, and achieve organizational target for hand hygiene compliance (80% or higher).
  • Work towards meeting top decile results in CMS publicly reported programs and Leapfrog Hospital Safety Grade.
  • Work with the hospital’s clinical and operational leadership to develop a quality plan and define quality outcomes.
  • Actively participate as chairman of the Quality and Patient Safety Council, participate in Medical Executive Committee and Medical Staff Supervisory Committee meetings as appropriate, regularly attend the hospital-wide daily safety huddle and participate in other committees as needed, including the Transfusion Committee and the Safe Medication Practice Committee.
  • Regularly review and analyze quality-related data and trends, especially physician-related, and work with team members to develop and implement corrective actions as appropriate.
  • Serve as a liaison communicating information between the organized medical staff, hospital administration, and Sharp HealthCare, including attending SMH Board of Trustees meetings.
  • Provide guidance and input regarding quality of patient care, as appropriate, for the medical staff committees and Sharp administration.
  • Improve processes and assure accurate data collection for physician peer review.
  • Provide support and guidance, as appropriate, to medical staff department chairpersons for Ongoing Professional Practice Evaluation reporting, clinical indicator optimization, and annual medical staff department reporting to the Medical Executive Committee.
  • Ensure effective peer review and assist in improving the Sharp peer review process.
  • Maintain working knowledge of applicable state and local laws, regulations, and professional society standards affecting the medical staff, including but not limited to: Joint Commission, Title 22, CMS Conditions of Participation, American College of Surgeons, and American College of Cardiology.
  • Assist with compliance of patient care standards as defined by those professional organizations and regulatory agencies.
  • Actively assist with preparation for and participate in regulatory reviews and professional society certification surveys, particularly in preparing the medical staff.
  • Review patient care incident trends and collaborate with the medical and administrative staffs on developing a highly reliable organization with a system to prevent recurrence.
  • Participate regularly in Patient Safety Event Review Team meetings and as appropriate in root cause analysis.
  • Collaborate with the leadership team to ensure that each patient perceives their hospital experience as Very Good on Press Ganey or "9+10" on the HCAHPS scale.
  • Regularly review patient satisfaction survey results, particularly as they relate to the medical staff.
  • Ensure medical staff are regularly kept aware of results.
  • Provide necessary coaching to medical and hospital staff to support high patient satisfaction scores.
  • Work with medical staff and hospital leadership to develop, implement, and/or support opportunities and processes to improve the patient experience.
  • Establish and maintain a collaborative working relationship with the medical, nursing, and administrative staff in the hospital and throughout the system.
  • Regularly round on all clinical units and with the medical staff.
  • Regularly attend and participate in hospital, campus, and system committees including but not limited to: Board of Trustees, MEC, Medical Supervisory Committees, EA committee, Chiefs of Staff, Executive Team, and other medical staff and hospital committees as identified.
  • Actively participate in education events including but not limited to Leadership Forum, physician leadership development meetings, Sharp Quarterly Leadership, etc.
  • Collaborate with the Medical Staff leadership and administrative leadership to optimize the satisfaction level of the Medical Staff as measured by the annual Physician Satisfaction Survey.
  • Participate in decision-making regarding changes in Medical Directors and, as appropriate, other medical staff leadership positions.
  • Actively develop and support physicians in participating in leadership opportunities.
  • Supervise and provide advice, support, and consultation to medical directors, related to job requirements in addition to clinical practice including scope of services, equipment acquisition, program planning, and development of new technologies and delivery systems.
  • Collaborate with the Chief of Staff to oversee the development of a comprehensive program of continuing medical education that is designed to meet education needs identified by the medical staff.
  • Participate, as appropriate, in support of elected medical staff leaders in physician coaching and counseling for behavior and/or clinical issues.
  • Provide accountable oversight of the Clinical Informatics Department with direct reporting of the Program Manager and of the Physician Informaticists.
  • Ensure the financial health of the organization.
  • Provide consultative input to CEO and executive team regarding programmatic costs/cost efficiencies.
  • Participate in and promote cost savings initiatives.
  • Regularly involved in analysis of resource utilization (OR Scheduling, unit throughput, bed utilization, utilization review committee, etc.).
  • Review and provide input to the operating and capital budgets.
  • Review the planning, equipment, and procurement for established and new services.
  • Assure compliance with the approved budget for services under his/her purview.
  • Work closely with Case Management and support the chair of the Utilization Management Committee meetings.
  • Review and challenge second-level health plan denials where appropriate.
  • Oversight of documentation issues for physicians with presentation of educational forums to ensure adherence to MS-DRG coding requirements.
  • Active involvement in achieving optimal LOS goals for IP admissions to SMH.
  • Work in a collaborative fashion with the CEO for the integration and growth of SMH service lines.
  • Regularly assess the breadth and depth of medical services offered to ensure the organization is meeting the needs of the community it serves.
  • Provide direction to medical and executive staff on strategic issues related to current and future services and operations of the service line.
  • Participate in market assessments and evaluation of data; provide insight on implications for SMH programming.
  • Active involvement in physician recruitment to fill the needs for medical staff shortages.
  • Collaborate with CEO and leadership team on strategic planning, program, and department goal setting.
  • Participate in promotion of fund raising, consumer awareness, and marketing activities.
  • Participate in developing and implementing new programs in response to clinical needs; adapt current programs to changing patient populations.
  • Proactively participate and ensure smooth adoption of Cerner documentation system.
  • Represent SMH and Sharp HealthCare at appropriate professional organizations.
  • Represent SMH and Sharp HealthCare at conferences and to the press for program coordination and for legislative advocacy at the local, state, and national level.
  • Serve as a spokesperson for SMH as appropriate.
