About The Position

We are seeking a dedicated and knowledgeable VP & Associate General Counsel to provide legal support for our Association and its member companies. This role offers an exciting opportunity to work at the intersection of law, policy, and industry, ensuring compliance and effective representation in various legal proceedings.

Requirements

  • J.D. (Juris Doctorate) degree from an accredited law school.
  • Active status licensed attorney in any state or District of Columbia; eligible to be admitted to D.C.
  • Previous legal/regulatory experience focused on spectrum/wireless policy required.
  • Significant experience in drafting and reviewing legal memoranda; analyzing complex legal and factual issues; and performing substantive legal research.
  • Excellent written and oral communication skills.
  • Ability and willingness to handle a variety of tasks across a broad range of substantive areas and to learn new areas quickly.
  • Excellent analytical, problem-solving, and decision-making skills.
  • Clear communicator and engaging public speaker with excellent legal and general writing skills.
  • Exceptional interpersonal skills; capable of building and cultivating strong relationships with internal clients and external parties.
  • Strategic thinker with the ability to assess complex problems and propose solutions.
  • Self-motivated and results-oriented; willing to roll up sleeves and execute.
  • Possesses unquestioned integrity and ethics, a high level of professionalism and the ability to maintain confidentiality.
  • Comfortable using collaboration tools, databases, and video conferencing tools.
  • Ability to travel periodically.

Nice To Haves

  • Previous legal/regulatory experience focused on cybersecurity, supply chain security, and/or emerging technologies (e.g., artificial intelligence) policy highly desirable.
  • Experience working in federal or state government on issues relating to the legal or regulatory treatment of broadband, video, telecommunications, or Internet companies especially desirable but not required.

Responsibilities

  • Drafts comments for filing in Federal Communications Commission and other agency proceedings; prepares/revises documents for filing in litigation matters.
  • Advocates for cable industry positions before the FCC and other government bodies.
  • Coordinates policy positions with members and their legal counsel.
  • Advises members and the association on legal and policy matters.
  • Supervises and manages outside counsel and external experts.
  • Provides guidance to members on regulatory issues and operating questions.
  • Supports NCTA Government Relations team on legislative issues at federal and state levels. Advises on pending legislation, drafts Congressional testimony, and meets with Congressional offices on spectrum, cybersecurity, emerging technologies (e.g., artificial intelligence), and other issues.
  • Coordinates policy strategies with cable representation at domestic and international standards-developing organizations.
  • Drafts comments and advocates before government agencies on issues related to spectrum policy, cybersecurity, artificial intelligence, and others as assigned.
  • Works closely with NCTA and member company engineers and third-party groups to develop technical studies and analysis to bolster policy arguments.
  • Develops strategies to address public policy issues of competitive importance to the cable industry on issues related to spectrum and wireless policy, cybersecurity, emerging technologies (e.g., artificial intelligence), and other issues as assigned.
  • Assists in representing NCTA on the Executive Committee of the Communications Sector Coordinating Council (CSCC), the U.S. Chamber Cybersecurity Leadership Council, and other industry groups.
  • Supports Media Relations on matters related to expertise.
  • Represents the Legal Department at meetings and conferences alongside SVP and other attorneys.
  • Performs other duties as assigned.
