This position is located within the Department of Veterans Health Administration, Member Services, Veterans Transportation Program (VTP). VTP helps Veterans access care by addressing transportation barriers that may discourage them from accessing VHA services. It assists Veterans through Beneficiary Travel (BT), Highly Rural Transportation Grants (HRTG), and the Veterans Transportation Service (VTS). The Voucher Examiner reviews invoices, claims, and other payment requests for goods and services provided to or by the Government, including reimbursement of travel and transportation expenses. The position checks claims for accuracy, adequate documentation or citations, regulatory compliance, and justification for Veterans and family members in a worldwide VA claims benefits program. It identifies missing requirements and reconstructs incomplete files to support claim processing; reviews claims for payment or reimbursement for medical and ambulance services; and reviews benefit-payment documents, determines amounts due, and processes payment transactions. The work schedule is 7:00 a.m. to 3:30 p.m., Monday through Friday. Ad-hoc telework may be authorized. Virtual work may be authorized for current VA employees already subject to the return-to-in-person-work mandate in their current position; virtual work means working outside the original hiring duty station at a VA-owned or leased space. Return-to-office mandates are in effect, and selectees must report in person unless an exception or exemption is approved. Relocation and recruitment incentives, critical skills incentive, and permanent change of station are not authorized. Applicants must be U.S. citizens and complete the application, questionnaire, and required online assessment. Other conditions include Selective Service registration for males born after December 31, 1959; a background/security investigation; onboarding and acceptable identification requirements; participation in the seasonal influenza vaccination program; and a one-year probationary or two-year trial period. Applicants must meet the qualifications by the announcement closing date of November 4, 2026. For current or former federal employees subject to time-in-grade requirements, GS-06 applicants must have 52 weeks at GS-05. Qualification requires one year of specialized experience equivalent to at least GS-05, including independently managing priorities and workflows to meet deadlines and requirements; using Microsoft Office and VA systems, including the Veteran Enrollment System, CPRS, and Electronic Health Record Management system; applying VA Beneficiary Travel requirements; managing daily data collection and tracking; and investigating issues and taking corrective action. Education cannot substitute for experience at this grade level.
