About The Position

The Voter Registration Specialist provides paraprofessional administrative support to the voter unit by acting as a lead to voter registration clerks. This position is distinguished from the Voter Registration Clerk position in that it has oversight responsibility regarding daily work assignments, training duties for new hires, and performs more complex tasks as related to the voter registration process, as well as managing precinct boundary updates. The Voter Registration Specialist works with a greater degree of autonomy than the Voter Registration Clerk.

Requirements

  • Two years of experience performing voting or election functions with a county or other public agency, AND one year of lead or supervisory experience. (Lead or supervisory experience may be concurrent with required experience.)
  • Relevant experience and/or education from an accredited college or university may be substituted.
  • OR: Six months of experience with Pima County as a Voter Registration Clerk, Elections Technician I, or related position as determined by the department head at the time of recruitment.

  • Current voter registration in Pima County, as required by Arizona State law, is required at time of appointment and must be maintained as a condition of employment.
  • Employees must be able to obtain certification as a Certified Elections Officer from the Secretary of State.
  • All positions require a valid Arizona Class D driver license at the time of application or appointment.
  • The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant’s suitability to operate county vehicles in accordance with Pima County administrative procedures.
  • Employees will be provided with, and must successfully complete, signature comparison classes (intermediate and advanced), during employment.
  • Some positions may require demonstrable fluency in English and a second language as determined by the department head.
  • The County requires pre-employment background checks. Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history.

Responsibilities

  • Oversees and coordinates the daily operations of voter registration clerks by assigning tasks, setting work priorities, managing lunch schedules, and monitoring workloads to ensure timely and accurate completion of voter registration and early ballot processing tasks.
  • Ensures compliance with procedures and regulations by reviewing clerk work, verifying data accuracy, performing final quality control checks, and initiating corrections as needed.
  • Develops, conducts, and evaluates training programs for new voter registration clerks, covering database use, voter registration procedures, early ballot processing, and phone bank protocols.
  • Conducts complex research on incomplete voter registration forms, resolves non-standard addressing issues, and manages geo-coding responsibilities including new street additions and boundary adjustments.
  • Processes precinct boundary updates, verifies changes with relevant government entities, and adjusts precincts in accordance with adopted redistricting boundary changes.
  • Collaborates with IT and Pima County GIS to resolve address discrepancies in the voter database, test new database updates, and monitor system functionality.
  • Manages the voter registration unit’s role in the petition process by creating petition records, verifying signature validity, and reporting results to election authorities.
  • Assists UOCAVA voters with registration and ballot processing, manages related email accounts, and processes FWABs received via multiple channels.
  • Reviews updates to the voter database for election criteria accuracy and polling location data in preparation for elections.
  • Coordinates with vendors to complete voter mailings, manage voter ID card printing, monitor supply needs, and process data uploads.
  • Updates the website with ballot turnover receipts, assists the problem ballot team, and reviews unresolved ballot issues for appropriate resolution.
  • Maintains confidentiality and security of all information encountered, including use of confidential databases to verify voter citizenship status.
