About The Position

The Volunteer Engagement Leader supports the delivery of municipal recreation and culture programs, events, and community initiatives by coordinating a consistent, safe, and welcoming volunteer program within Parks, Recreation and Culture. The role builds strong relationships with staff, volunteers and community partners, ensures safe and inclusive volunteer practices and maintains statistics and compiles reports.

Requirements

  • Diploma in Recreation, volunteer management or related field
  • Standard First Aid, CPR “C” with AED.
  • Experience working with volunteers
  • Valid and satisfactory Vulnerable Sector Check.

Responsibilities

  • Develop and implement a department volunteer program framework and engagement plan that aligns with recreation and culture service delivery (e.g., programs, drop-ins, events, camps, seniors programming, community festivals, arts/culture initiatives).
  • Identify volunteer opportunities and work with staff to confirm appropriate tasks, time commitments, required skills, and supervision capacity
  • Lead recruitment campaigns; attend volunteer fairs and outreach activities.
  • Create and maintain volunteer role descriptions and objectives, placement expectations, and program-specific onboarding checklists
  • Deliver volunteer orientation and onboarding, including customer service standards, AODA and safety procedures
  • Coordinate volunteer intake processes, including applications, screening and placement discussions, to match volunteers with suitable recreation/culture opportunities.
  • Create and deliver volunteer orientation and onboarding and training including customer service expectations, accessibility (AODA), department procedures, and health and safety basics relevant to recreation settings and in collaboration with Human Resources department.
  • Promote a positive, inclusive volunteer culture through regular communication, check-ins, and feedback loops with volunteers and staff.
  • Maintain consistent placement practices to support fairness, accessibility, and a positive volunteer experience.
  • Implement recognition strategies (thank-you communications, milestone tracking, appreciation events, awards nominations).
  • Liaise with schools, service clubs, newcomer organizations, and community groups to broaden volunteer participation.
  • Ensure volunteer placements meet municipal standards for health and safety, accessibility, privacy/confidentiality, and respectful workplace.
  • Support incident/accident reporting processes and communicate hazards/controls to volunteers.
  • Maintain confidentiality of volunteer information and comply with municipal privacy practices.
  • Develop and maintain accurate volunteer records (hours, placements, training, screening status, incidents, recognition).
  • Track metrics and prepare summary reports (e.g., volunteer hours by program, recruitment sources, retention, training completion, grant reports).
  • Support budget needs for volunteer program supplies, recognition, and training materials.
  • Adhere to high standards of ethical behaviour and demonstrate his/her understanding that his/her personal actions impact the public’s perception of the Municipality.
  • Perform other duties as assigned by the Supervisor, Recreation and Culture and Coordinator, Recreation and Culture.
