About The Position

The Kentucky Education and Labor Cabinet advances education, workforce development, and economic opportunity across the Commonwealth. The Cabinet provides education and training programs, employment and reemployment services, unemployment insurance, and disability determination services to help Kentuckians gain skills, find work, and maintain economic stability. It partners with education providers, workforce boards, and employers to align training with labor market needs and oversees labor programs that promote fair and safe workplaces. The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain, and accommodate employees with disabilities. We are seeking a Voc Rehab Program Specialist II to perform independent professional vocational rehabilitation functions such as vocational or technology assessments, rehabilitation technology, job development and job placement, supported employment, vocational evaluation, rehabilitation instruction, basic public relations and marketing functions in a rehabilitation program, and performs other duties as required. This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgements, follow all policies, and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends. The Education and Labor Cabinet (ELC) participates in E-Verify and will provide the federal government with your Form I-9 information to confirm that you are authorized to work in the United States. ELC will only use E-Verify once you have accepted a job offer and completed the Form I-9.

Requirements

  • Master's degree in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences or a related field.
  • Two years experience in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences or a related field.
  • One year of the required experience must be working directly with an individual with a disability in any capacity, paid or unpaid.

Nice To Haves

  • A bachelor's degree plus an additional two years of professional experience in rehabilitation, rehabilitation teaching, technology or therapy, guidance and/or counseling, orientation and mobility, social work, education, health services, business administration, human resource administration, workforce development, communications, sciences engineering or mathematics or a related field will substitute for the required master's degree.

Responsibilities

  • Reviews proposals from vendors and providers who want to provide Pre-Employment Transition Services (Pre-ETS).
  • Works with potential Pre-ETS vendors and providers to obtain accurate documentation and provide Pre-VR and Pre-ETS training for new providers.
  • Serves as a liaison between new Pre-ETS providers and Pre-ETS coordinator.
  • Reviews and manages students with sensory disabilities receiving Pre-ETS.
  • Monitors and reviews notes that are entered into Pre-VR by providers for completeness, clarity, and errors.
  • Conducts random audits of Pre-ETS documentation and monitors training hours of employees providing Pre-ETS.
  • Assists Pre-ETS coordinators with additional referrals or projects.
  • Serves as a back-up to the Pre-ETS coordinators and provides additional assistance as requested by manager when workloads are larger than usual.
  • Monitors the Transition Services Branch mailbox daily and responds to requests or forwards to appropriate personnel.
  • Serves on inter-disciplinary teams to provide professional input regarding Pre-ETS.
  • Performs other duties as required.
