About The Position

Under general direction, the Adult Probation Department (APD) in the Prevention and Restoration Division the Violence Response Analyst supports a full range of program operations. Lead technical assistance and capacity building tasks. Assist with data collection, analysis, and program evaluation. Liaison between the CBOs, community partners, and community to connect them with the CASC for services and supports. Class 1823 Senior Administrative Analysts may supervise a small staff performing moderately complex analytical work. Must be able to work flexible hours, which may include nights and some weekends.

Requirements

Possession of a baccalaureate degree from an accredited college or university and three (3) years full-time equivalent experience performing professional-level analytical work. Qualifying professional-level analytical work includes analysis, development, administration, and reporting in major programs and functions of an organization in the areas of budgets, contracts, grants, policy, or other functional areas related to the duties of positions in the 182X Class series.
Knowledge of: principles of violence prevention, intervention, and community-based violence reduction; reentry and restorative justice practices; trauma-informed and culturally responsive approaches; community engagement and partnership development; governmental organization and interagency coordination; program development, implementation, and evaluation; contract and vendor management; data collection and performance measurement; and applicable laws, policies, and regulations affecting departmental programs and operations.
Ability or Skill to: build credibility and effective relationships with diverse communities, clients, victims, service providers, City departments, and justice-system partners; work effectively with individuals and communities impacted by violence and trauma; coordinate complex initiatives involving multiple agencies and stakeholders; collect, synthesize, and analyze quantitative and qualitative information; identify problems and service gaps and develop practical solutions; evaluate programs and recommend improvements; facilitate difficult conversations and collaborative problem-solving; communicate effectively with community members, senior leadership, public officials, vendors, and partner agencies; represent the Department professionally in community settings; negotiate and resolve operational challenges; and translate community needs and data into actionable violence-prevention and response strategies.

Possession of a graduate degree (Master's degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, management, business law, contract law, public policy, urban studies, economics, statistical analysis, finance, accounting or other fields of study closely related to the essential functions of positions in the Class series may be substituted for one (1) year of required experience.
Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of 2 years). Thirty (30) semester units or forty-five (45) quarter units equal one year.

Responsibilities

Support the planning, coordination, implementation, and evaluation of citywide violence prevention, intervention, response, and recovery strategies involving multiple City departments, community-based organizations, service providers, justice partners, clients, victims, and community stakeholders.
Collect, monitor, and analyze quantitative and qualitative information to identify violence trends, service gaps, emerging needs, geographic or population-level concerns, and opportunities for prevention and intervention. Lead and develop the data collection reporting protocols for state, local, and federal reporting requirements, such as the BJA performance measures.
Coordinate cross-departmental and community responses to incidents of violence, helping ensure timely communication, appropriate service connections, and continuity of support for victims, individuals responsible for harm, families, and impacted communities.
Develop and strengthen strategies that address violence across the continuum, including early prevention, intervention with individuals at elevated risk, crisis response, reentry, stabilization, restorative justice, and long-term community healing.
Build trusted relationships with clients, residents, community leaders, credible messengers, violence interrupters, service providers, and other stakeholders to strengthen the Department’s presence, credibility, and responsiveness in communities most impacted by violence.
Represent the Department at community meetings, neighborhood events, public forums, stakeholder convenings, and other activities; listen to community concerns, communicate available resources, and identify opportunities for partnership and engagement.
Collaborate with CCSF departments and community partners to identify individuals and populations who may benefit from preventive supports before involvement or further involvement in the justice system, and develop coordinated pathways to appropriate services.
Strengthen connections among violence-response initiatives, APD supervision, the Community Assessment and Services Center (CASC), reentry services, behavioral health, housing, employment, treatment, restorative justice, and other community-based resources.
Coordinate with community-based organizations and contracted providers to support program implementation, resolve operational barriers, strengthen service delivery, and ensure programs remain aligned with initiative goals and community needs.
Provide technical assistance, training, tools, and capacity-building support to community partners related to program implementation, documentation, performance expectations, data collection, and effective practices.
Engage clients and community members to identify barriers to participation and service access and develop practical solutions that improve engagement, trust, retention, and successful connection to services.
Develop and evaluate strategies, programs, and services using performance measures, participant outcomes, community feedback, and other available data to determine effectiveness and recommend improvements.
Facilitate information sharing and coordinated planning among City departments, providers, and community partners while maintaining appropriate confidentiality and information-sharing requirements.
Identify gaps or duplication across City and community violence-response resources and recommend strategies to improve coordination, maximize existing resources, and strengthen the overall continuum of services.
Prepare reports, presentations, recommendations, briefing materials, and program updates for Department leadership, City partners, community stakeholders, and other appropriate audiences.
Support contracts, grants, procurements, budgets, program monitoring, documentation, and other administrative functions necessary to implement and sustain violence-prevention and response initiatives.
