About The Position

This position is responsible for leading the organization’s enterprise level projects and initiatives, including project management, change management and process improvement functions. Primary duties include technical leadership and strategic plan execution, as well as development and oversight of resources, relationships, and successful teams. Work includes executive portfolio management in support of Board of Directors, executive management and line of business priorities and initiatives.

Requirements

  • Minimum 10 years’ experience relating to project and/or process management, including experience overseeing large-scale, concurrent projects, as well as experience with Agile methodology and Lean Six Sigma process improvement and principles
  • Minimum 5 years’ experience in a supervisory position
  • Superior knowledge of project management principles, such as those defined by the Project Management Institute (PMI) and the Project Management Body of Knowledge (PMBOK)
  • Advanced knowledge and experience with agile methodology; ability to implement, adapt, and tailor project methodologies and processes based on organizational needs and culture
  • Knowledge and/or experience in applying Lean Six Sigma process improvement and principles
  • Knowledge and experience with portfolio, project management, resource management, and scheduling software tools
  • Excellent understanding of how the functions of a business work and they relate to one another
  • Knowledge of the health insurance industry and systems; understanding of managed care in Oregon preferred
  • Vision and capability to align and lead effective, whole-business project management resources
  • Ability to align strategic objectives, establish goals, and effectively lead an EPM within a healthcare organization in collaboration with peers and executive leadership
  • Project leadership skills in the oversight and execution of large-scale, concurrent projects

Responsibilities

  • Facilitate project success through effective monitoring, governance, and appropriate use of project and process improvement methodologies, tools, and procedures.
  • Ensure effective enterprise project schedule, status tracking, and reporting processes; monitor enterprise project performance against milestones and goals.
  • Expand, improve, and lead project management and process improvement competency, training, and capabilities of the organization; ensures projects are appropriately staffed and required roles defined.
  • Ensure appropriate management and oversight of key interdependencies between projects and departments at the enterprise level.
  • Consult on high-profile, large-scale projects for strategic initiatives to ensure superior outcomes.
  • Engage leadership and activate project management staff, as appropriate, to ensure successful implementation and ongoing support.
  • Ensure that business partnerships and programs are well-integrated throughout the organization, as appropriate to fulfill or optimize CareOregon’s obligations.
  • Identify, lead, and support new business initiatives and strategic opportunities in furtherance of CareOregon’s mission.
  • Assist to resolve or escalate critical project risks and issues for mitigation and resolution.
  • Lead and maintain reporting on enterprise project risks and risk management plans.
  • Establish issue escalation protocols for enterprise projects.
  • Integrate continuous improvement, lessons learned, and current best practices to enterprise project management and process improvement practices.
  • Define operational structure for areas of oversight and approve EPM policies.
  • Ensure all TMO procedures and practices drive operational excellence, quality, and operational efficiencies (including EPMO, change management, and process improvement).
  • Work with COO to ensure that CareOregon’s Line of Business and Coordinated Care Organization (CCO) partners are engaged in the determination, analysis and implementation of corporate initiatives identified by the CareOregon Board of Directors and/or Executive Management.
  • Lead the development of vision and goals for project management and process improvement work of the enterprise.
  • Develop and oversee the enterprise project portfolio for the organization.
  • Participate in the strategic planning process for the organization.
  • Facilitate strategic project and resource allocation and prioritization decision-making.
  • Develop and ensure effective project methodologies, procedures, and metrics exist to enable efficient and successful project scoping, solution design, testing, implementation, and transition to on-going operations.
  • Develop department budget in alignment with enterprise strategic planning.
  • Ensure teams have sufficient resources to perform their work.
  • Ensure budgets are monitored and managed effectively across areas of oversight.
  • Approve resource allocations within budget, including people, finances, and timelines; make decisions on exceptions.
  • Ensure strategic messages are regularly and effectively relayed to management team and staff; promote transparency.
  • Leverage current relationships and forges new relationships with community partners, vendors, and other constituents in alignment with organizational direction and priorities.
  • Align with executive leaders across the organization to support key strategic initiatives and to ensure business support services are providing high quality service and generating value.
  • Represent the organization in external meetings and functions, providing strong leadership presence and effectiveness.
  • Employ change management techniques to guide and support the organization and departments through business and operational transitions.
  • Direct team(s) and establish team direction and goals in alignment with the organizational mission, vision, and values.
  • Identify work and staffing models; recruit, hire, and oversee a team to meet work needs, using an equity, diversity, and inclusion lens.
  • Identify department priorities; ensure employees have information and resources to meet job expectations.
  • Lead the development, communication, and oversight of team and individual goals; ensure goals, expectations, and standards are clearly understood by staff.
  • Manage, coach, motivate, and guide employees; promote employee development.
  • Incorporate guidance from CareOregon equity tools into people leadership, planning, operations, evaluation, budgeting, resource allocation, and decision making.
  • Ensure team adheres to department and organizational standards, policies, and procedures.
  • Evaluate employee performance and provide regular feedback to support success; recognize strong performance and address performance gaps and accountability (corrective action).
  • Perform supervisory tasks in collaboration with Human Resources as needed.
