About The Position

The National Alliance for Care at Home (Alliance) is a leading authority in transforming care in the home, serving as a national trade association for providers of home care, home health, hospice, palliative care, and other home-delivered services. It acts as an inclusive thought leader, advocate, educator, and convener, providing a unified voice for providers and those they care for. This senior leadership role, reporting to the Chief Government Affairs Officer, is within the Policy, Quality, Regulatory, and Compliance team. The Vice President leads the Alliance's research and analytics strategy, generating data-driven insights to support policy development, advocacy, industry thought leadership, and innovation. The role involves overseeing a research agenda, developing analytics tools for members, and collaborating with stakeholders to produce actionable insights. Additionally, the Vice President serves as Head of Operations for the Research Institute for Home Care, managing its operations, research activities, and content development. The position may also lead or support research initiatives with partners and coalitions. The role is based in Alexandria, VA, with a preference for candidates in the DC metro area or those willing to relocate or travel periodically. Domestic travel for conferences, meetings, and events is also required.

Requirements

  • Bachelor's degree in Public Health, Health Policy, Economics, Data Science, Statistics, Health Services Research, or a related field required; Master's degree preferred.
  • Minimum of 10 years of experience conducting or directing healthcare or policy research, preferably in or in support of government, academia, think tanks, or trade associations.
  • Demonstrated expertise in quantitative and/or qualitative research methodologies, data management, and policy analysis.
  • Strong familiarity with Medicare, Medicaid, and healthcare delivery systems, especially in the context of home-based care.
  • Proven ability to manage complex, multi-stakeholder research projects.
  • Excellent written and verbal communication skills with the ability to convey data to non-technical audiences.
  • Demonstrated success presenting research findings and strategic recommendations to executive leaders, boards of directors, policymakers, or industry stakeholders.
  • Deep commitment to advancing equitable and innovative care at home.
  • Experience working with large public datasets (e.g., CMS claims, NHATS, ACS-PUMS) and data visualization tools a plus.

Responsibilities

  • Develop and lead the Alliance’s comprehensive research agenda aligned with strategic advocacy and industry development goals.
  • Lead the development of the Alliance's data strategy, including data governance, quality standards, analytics capabilities, and member-facing data resources.
  • Identify and pursue opportunities for impactful studies related to home health, hospice, palliative care, personal care, and emerging models of care at home.
  • Ensure all research projects support the Alliance’s credibility with policymakers, the media, members, and the public.
  • Serve as a thought leader representing the Alliance on panels, webinars, publications, and collaborative research initiatives.
  • Lead the development and execution of the Alliance’s data analytics strategy, ensuring data assets are leveraged to support advocacy, research, member engagement, and organizational decision-making.
  • Oversee the collection, management, quality, and analysis of data from internal, member, public, and third-party sources to generate actionable insights and identify emerging industry trends.
  • Develop and enhance dashboards, benchmarking tools, reports, and other data products that provide members, leadership, and external stakeholders with meaningful, data-driven intelligence.
  • Establish and promote data governance standards, analytical best practices, and processes that ensure the integrity, reliability, and appropriate use of data across the organization.
  • Partner with internal teams and external stakeholders to identify opportunities to expand analytics capabilities and deliver innovative data solutions that advance the Alliance’s strategic priorities and member value.
  • Direct the planning, execution, and dissemination of research projects, including those conducted in partnership with universities, consultants, and external vendors.
  • Oversee data acquisition, management, and analysis for both internal and public use.
  • Manage research budgets and timelines, ensuring transparency, accountability, and rigor.
  • Work closely with the advocacy and government affairs teams to provide research that bolsters the Alliance’s policy positions and testimony.
  • Translate complex data into accessible reports, briefs, and visualizations for use in federal and state policy discussions.
  • Monitor and assess emerging legislation and regulations to identify research opportunities and priorities.
  • Develop and maintain relationships with member organizations to identify research needs and secure participation in studies.
  • Present research findings to members, stakeholders, and the media through written reports, presentations, and digital content.
  • Lead special projects such as the development of an annual “State of Care at Home” report or research symposia.
  • Develop an annual research and operational plan for Board approval, including research priorities, grant opportunities, RFPs, and staff-led initiatives.
  • Develop and oversee implementation of approved board slate.
