About The Position

Metrolinx is seeking a Vice President, Rail Fleet Maintenance to lead the safe, reliable, and cost-effective performance of its rail fleets and maintenance facilities. This senior executive role is responsible for the full lifecycle stewardship of GO Rail and UP Express assets, ensuring trains, systems, and facilities meet the highest standards of safety, reliability, and regulatory compliance. The position oversees the daily presentation and operational readiness of the fleets and plays a critical role in preparing the organization for the expansion of GO Rail service, including the transition to two-way, all-day, 15-minute service across core corridors. The role is based at the 91 Judson Street, Etobicoke location and emphasizes collaboration and in-person engagement.

Requirements

  • Degree in Engineering, Business, or a related field, or an equivalent combination of education and experience in large-scale fleet maintenance and transportation operations.
  • 10+ years of progressive senior leadership experience in rail fleet maintenance, transit operations, or heavy transportation asset management.
  • Demonstrated executive leadership managing large-scale rail fleets, including maintenance facilities, lifecycle planning, and asset renewal programs.
  • Experience overseeing complex commercial contracts in publicly funded or government-owned transit environments.
  • Proven ability to collaborate with transit agencies, OEMs, and government partners to align fleet strategies, maintenance standards, and operations.
  • Experience leading multidisciplinary teams across maintenance, engineering, operations support, and reliability to deliver safe, efficient, and cost-effective services.
  • Track record of developing and implementing safety, security, and risk mitigation initiatives within rail or heavy transportation sectors.
  • One or more professional designations such as CRSP, CBCP, P.Eng., or PMP are required or strongly preferred.
  • Extensive knowledge of federal and provincial rail safety legislation.
  • Strong understanding of HR legislation for unionized and non-unionized environments.
  • Working knowledge of protective services legislation as applied to rail environments.
  • Expertise in budgeting and financial oversight for large-scale maintenance programs.
  • Serves as a key member of the senior management team, remaining available outside regular business hours as required to support operational continuity and executive decision-making.
  • Participates in on-call response protocols to address critical incidents.
  • Travels throughout the Greater Toronto and Hamilton Area (GTHA).

  • Advanced degree (e.g., MBA, M.Eng.) considered a strong asset.
  • Knowledge of Canadian regulatory frameworks, rail safety standards, and global best practices in asset management is an asset.

  • Maximizes asset performance through contract management, vendor oversight, and data-driven decisions.
  • Leads high-performing teams and organizational design to deliver efficient, integrated maintenance programs.
  • Oversees risk, performance metrics, and continuous improvement to ensure operational excellence and resilience.
  • Holds enterprise accountability for rail asset maintenance, lifecycle management, and commissioning of new infrastructure and fleet.
  • Serves as Accountable Executive under the Railway Safety Act, ensuring compliance and safe operations.
  • Leads resiliency and business continuity planning for operational and security risks.
  • Oversees commercial strategy, including fleet contracts and supplier performance, aligned with corporate objectives.
  • Leads long-term planning, budgeting, and investment decisions with a focus on insight, discipline, and value.
