About The Position

Infrastructure Ontario (IO), an Ontario crown corporation, provides a wide range of services to support the Ontario government’s initiative to modernize and maximize the value of public infrastructure and realty. The Vice President, Project Delivery provides executive‑level accountability for the end‑to‑end delivery of a high‑profile, multi‑project design and construction portfolio within our complex infrastructure programs. This role is accountable for portfolio‑level outcomes including budget, schedule, risk, quality, and integration across multiple concurrent projects and delivery partners. The position represents the organization with executive leadership and government clients, providing best advice to deliver the best value for money.

Requirements

  • Significant experience delivering large‑scale, complex infrastructure or capital programs with portfolio‑level accountability for cost, schedule, quality, and risk outcomes.
  • Extensive experience providing executive‑level oversight of multi‑project design and construction environments, including integration across multiple delivery partners and interfaces.
  • Demonstrated capability influencing outcomes with executive leadership and government clients in complex environments.
  • Extensive experience guiding and coordinating managers‑of‑managers, setting priorities, and establishing delivery expectations across large multidisciplinary teams.
  • Advanced capability in commercial, financial, and risk management, including addressing market pressures and implementing mitigation strategies across complex delivery portfolios.
  • Professional learning and development in areas such as infrastructure delivery, engineering, architecture, commerce, business, economics, project management, or related fields, supported by relevant certifications or credentials (e.g., PMP, P.Eng., OAA or equivalent).

Responsibilities

  • Provide portfolio‑level oversight and accountability for the coordinated delivery of multiple, concurrent design and construction projects within a constrained and complex site environment, ensuring alignment, sequencing, and integration across all interfaces.
  • Maintain accountability for budget, schedule, quality, and performance outcomes, making informed trade‑off resolutions to manage emerging risks and issues while protecting overall program objectives.
  • Coordinate, influence, and manage multidisciplinary project delivery teams, including Senior Project Managers, Project Managers, and project staff, with approval‑level accountability for staffing decisions, performance conversations, and capability development.
  • Identify, examine, and address portfolio‑level risks such as market volatility, inflationary pressures, procurement challenges, supply‑chain disruptions, and trade impacts, implementing mitigation approaches aligned with organizational frameworks.
  • Act as the primary executive leading the development of early project planning and commercial delivery approaches to support government direction by senior government partners and project approvals.
  • Act as the primary executive interface for Design and Construction, presenting briefings and influencing outcomes with executive leadership and senior government partners on complex matters.
  • Guide the application of consistent governance, controls, and assurance practices across projects to ensure compliance with quality standards, contractual obligations, and legislative requirements.
  • Collaborate with internal teams and external advisors to resolve complex commercial, contractual, and delivery‑related matters and to advance portfolio‑wide performance.
