About The Position

Our programs serve individuals at every age and developmental level, from the very young through our daycare programs to mature adults through our older adults centers. Our extensive array of community-based services are fully integrated, bilingual and culturally competent. The Vice President of Social Services is responsible for the overall leadership, strategy, and operations of the organization’s social services portfolio, including OMH community residences, supportive housing, and OPWDD programs. Reporting to the SVP of Program Operations, the Vice President brings a deep understanding of city, state, and federal regulations, including OMH and OPWDD requirements, supportive housing frameworks, landlord/tenant regulations, Justice Center reporting, and funding and reimbursement structures. This role oversees program performance across multiple service lines, ensuring high-quality care, regulatory compliance, and financial sustainability. As a key member of the executive team, the Vice President collaborates across departments to drive organizational goals, expand services, and enhance integration across housing, behavioral health, and social service programs.

Requirements

  • Master’s degree in social services, Human Services, Psychology, Social Work, Business Administration, Health Care Administration, or a related field required
  • Minimum of five (5) to seven (7) years of progressively responsible leadership experience overseeing programs serving individuals with disabilities, including OMH, OPWDD, and/or supportive housing populations.
  • Demonstrated knowledge of electronic health records and case management systems, including AWARDS (Foothold Technology), required.
  • Strong leadership, organizational, and operational management skills, with the ability to oversee multiple programs and priorities simultaneously.
  • Proven ability to build and sustain relationships across diverse stakeholders and effectively lead through influence, collaboration, and strategic communication.
  • Ability to manage competing priorities, meet deadlines, and lead initiatives from concept through successful implementation.

Responsibilities

  • Provide executive oversight of the Social Services portfolio, including OMH community residences, supportive housing, and OPWDD programs, ensuring alignment with organizational goals and regulatory requirements.
  • Oversee and manage multiple departments, ensuring strong leadership, accountability, and high performance across all program areas.
  • Develop and strengthen internal and external partnerships that drive program growth, expansion, and long-term sustainability.
  • Maintain and expand supportive housing and residential programs, identifying opportunities for innovation and service enhancement.
  • Act as a liaison with government, private, and community-based organizations, maintaining strong relationships with oversight and funding agencies including OMH, OPWDD, OASAS, HRA, OTDA, HPD, HUD, and Continuums of Care (CoC).
  • Representing the organization’s interests with internal and external stakeholders, clearly communicating priorities, challenges, and solutions to foster collaboration and mutual understanding.
  • Ensure administrative, operational, and financial policies and procedures are consistently implemented and adhered to across all programs.
  • Lead, supervise, and develop program directors and department heads to ensure the delivery of high-quality, efficient, and person-centered services.
  • Promote interdepartmental collaboration to ensure continuity of care and integrated service delivery across housing, behavioral health, and social service programs.
  • Analyze, track, and evaluate program performance, identifying gaps and implementing strategies, systems, and policies to improve outcomes, efficiency, and fiscal viability.
  • Establish and maintain comprehensive tracking and reporting systems to monitor service delivery, compliance, incident management, and financial performance, ensuring data accuracy and timeliness.
  • Oversee compliance and reporting through systems and platforms such as AWARDS, eSNAPS, IRMA, NIMRS, CAIRS, and other regulatory or funder-required portals.
  • Oversee the preparation and submission of monthly, annual, and ad hoc narrative and quantitative reports for funders, regulatory agencies, and internal stakeholders.
  • Lead the development, administration, and oversight of program budgets and billing processes, implementing improvements to enhance efficiency, revenue capture, and cost control.
  • Monitor financial performance against targets, analyze variances, and implement corrective actions to optimize resources and reduce expenses.
  • Implement policies and procedures aimed at removing operational barriers, increasing efficiency, and strengthening fiscal sustainability.
  • Partner with Senior Leadership and the Executive Team to assess program strengths, identify areas for improvement, and recommend new resources, services, and growth opportunities.
  • Identify workforce development needs, ensure staff completion of mandatory training, and implement systems to track training compliance and attendance.
  • Present portfolio performance, strategic initiatives, and key outcomes to executive leadership and the Board of Directors.
