About The Position

The Community Builders (TCB) is seeking a Vice President of Operations (VPO) to oversee a region of approximately 3400 rental units. This role is a key part of the property management leadership team, focusing on affordable housing development and management to improve neighborhoods for low and moderate-income individuals and families, the elderly, and disabled persons. The VPO will direct and mentor Property Management Regional Directors (PM RDs) in all aspects of property, leasing, maintenance, and financial operations to achieve company objectives. This position will also foster alignment with resident services and other departments to ensure consistency, brand integrity, and create an environment where residents can maximize their social and economic potential. The VPO will contribute to strategic planning for the property management department to become the management company of choice and expand the company's portfolio.

Requirements

  • Bachelor's degree in business management or a related field, OR 10 years of progressive responsibility in property management, hospitality, or retail experience.
  • 8+ years of multi-site, multi-family, multi-property type operational management experience, preferably with a mix of residential property types, or comparable experience as a Regional Manager in hotel/resort/retail management.
  • Proficiency in Microsoft Office programs.
  • Proficiency in Yardi or other industry software.
  • Knowledge of funding programs and applicable regulations, as well as other State, Federal, and local requirements.
  • Ability to build and maintain positive relationships with a wide variety of stakeholders, including senior staff, volunteers, interns, community partners, donors, and media.
  • Ability to understand and respect values, attitudes, and beliefs that differ across cultures and respond appropriately.
  • Superior people skills: ability to influence others, build relationships, and work effectively with others.
  • Strong leadership presence and proven track record in employee development.
  • Analytical skills and financial acumen; well-versed in budget preparation, pro forma, project accounting, and tracking performance against proforma and budget.

Nice To Haves

Responsibilities

  • Promote consistent adherence to TCB standard operating policies and the employee handbook across the region, ensuring the company's mission is reflected in implemented policies and procedures.
  • Provide leadership, mentoring, and direction to employees to enhance skills and foster a collaborative, positive work environment.
  • Promote and monitor adherence to established metrics and benchmarks, as well as proactive, regionally specific initiatives and strategies to optimize regional performance.
  • Offer guidance, industry metrics, and performance expectations to property management teams in preparing and achieving annual operating budgets, aiming to meet or exceed budget expectations.
  • Collaborate with other TCB leaders and property owners on strategic planning for growth, new initiatives, new business opportunities, and enhanced business practices, including working with asset management on budgets for new developments and acquisitions.
  • Lead with integrity and serve as a positive role model for direct reports, their teams, and interdepartmental peers.
  • Communicate effectively with property owners for whom TCB manages.
  • Review and analyze monthly financial statements with PM RDs to enhance knowledge, ensure accountability, create efficiencies, and develop plans to meet or exceed budget goals.
  • Ensure compliance with TCB policies and procedures related to financial monitoring controls (e.g., purchase orders, petty cash, turn costs, reserve withdrawals, bids, contracts), all regulatory requirements, and procedures in a timely and accurate manner.
  • Provide mentoring and pre-audit tactics for annual lease renewals/recertifications, agency audits and inspections, resident meetings, and file management systems to ensure successful file audits.
  • Maintain knowledge of market competition, rental rates, and resident amenities and services in micro and macro regions.
  • Institute portfolio reviews of market competition analysis, sharing trends cross-functionally with Marketing, Asset Management, and Development.
  • Lead and hold PM RDs accountable for due diligence and rehab to evaluate physical conditions, resident needs, safety approaches, and government subsidy adjustments for development projects and new construction, from proforma and planning through lease-up, budget creation, stabilization, and break-even.
  • Ensure compliance with Affirmative Marketing Plans and Fair Housing, and make regional recommendations for Tenant Selection Plans.
  • Partner with resident services to implement resident and community programs that maximize social and economic potential.
  • Plan, finance, develop, and operate high-quality affordable housing.
  • Coordinate access to support services and asset-building activities.
  • Focus on meeting the needs of low-income people not effectively served by market forces.
  • Collaborate with resident services, neighborhood groups, residents, public and private agencies, and philanthropic interests to shape community and economic initiatives.
  • Transform large-scale distressed housing projects into revitalization anchors.
  • Serve as a long-term stakeholder in the neighborhoods TCB helps transform.
  • Create effective local implementation teams for new acquisitions and development that combine neighborhood understanding, technical skills, and managerial ability.
  • Monitor accurate and timely completion and submittal of appropriate Agency reports, replacement reserves, and other important documentation.
  • Ensure knowledge and adherence to all management contracts and pertinent affordable programs, including state, local, and national regulations.
  • Provide coordination and leadership assistance for properties undergoing reviews such as NSPIRE preparation or other physical or administrative reviews.
  • Review Yardi dashboards for patterns, benchmarks, and metrics related to work orders, preventative maintenance, unit turn times, down days, physical occupancy, and delinquency.
  • Provide guidance in determining and preparing the scope of work, bidding process, and contract awards.
  • Develop business analytics and cost-per-unit standards for regions and building types.
  • Develop staffing ratios and implement efficient and productive staffing plans for each property.
  • Encourage consistent communication with residents regarding events, renovation schedules, and feedback to shape future TCB initiatives.
  • Ensure appropriate customer service is provided for issues involving building rule violations, resident concerns, or Occupancy Agreements, and integrate resident services.
  • Establish and maintain responsive relationships with applicable Agencies for each macro market, responding to requests in a timely manner, and ensuring PMs maintain up-to-date and accurate reports as required by regulations.
  • Stay informed about new regulations.
  • Collaborate on best practices across the region, ensuring knowledge is leveraged globally and shared with other departments.
  • Work and form productive relationships with Development for input on design, construction, and pre-development needs, and with Asset Management for performance, long-range planning, and potential restructuring of existing sites within the portfolio.
