About The Position

EMI Services, an employee-owned, wholly owned subsidiary of TechFlow Inc., seeks an experienced and strategic Vice President of Operations to mentor site Program Managers, serve as a facilities management SME, and improve the business management of individual programs, reporting directly to the President of EMI Services. The ideal candidate has a strong understanding of the skilled trades, along with proven program and business management skills while operating autonomously. Key Responsibilities Lead day-to-day operations of base operations and support contracts nationwide. Mentor and supports program/site leadership to drive continuous improvement. Partner with Program Managers to evaluate operational and financial performance, identify improvement opportunities, and implement solutions that strengthen program execution and outcomes. Ensure compliance with contractual requirements as well as representing the company and establishing trust with Government representatives (PWD, COR, KO). Oversee contract modification lifecycle management by leading the development, review, and submission of contract modifications, ensuring accuracy, compliance, and alignment with operational and financial goals. Lead subcontract strategy, overseeing the review, negotiation, and development of subcontract agreements to ensure alignment with contract requirements, regulatory compliance, and overall program objectives. Drive subcontractor performance and accountability by partnering with site leadership to manage subcontractors, strengthen vendor relationships, and ensure quality, safety, and cost-effective service delivery across all programs. Work with consulting employees to support business development efforts, including basis of estimates and proposal reviews. Contribute in a key role to the management EMI’s most valuable asset—its people—across the full employee lifecycle, including hiring, performance management, and retention.

Requirements

  • 10+ years of experience in leading and managing large (100+ FTE) and/or multiple federal base operations programs/contracts.
  • Demonstrated operational excellence in continuous improvement, contract management as well as a high degree of business management acumen (financial performance).
  • Proven experience developing budgets, driving financial performance, and improving operational metrics.
  • Experience managing unionized workforces, including negotiating and administering Collective Bargaining Agreements (CBAs), and ensuring compliance with the Service Contract Act (SCA) and Davis-Bacon Act wage determinations.
  • Must be a self-starter with excellent leadership, communication, and organizational skills that thrives in a collaborative environment.
  • Requires 15-25% travel to locations throughout the US.
  • Must be able to pass a background investigation to obtain and maintain military base access and a Common Access Card (CAC); U.S. citizenship is required.
