About The Position

The Vice President of Community Living provides executive leadership and oversight of all residential services across Behavioral Health Allies (BHA), ensuring high-quality, person-centered, safe, and compliant services for individuals with developmental disabilities. This role is responsible for operational strategy, program development, regulatory compliance, staffing stability, financial performance, and risk management across all Community Living programs. The VP of Community Living partners with executive leadership to drive growth, ensure compliance with DMH, DSS, Medicaid, and other regulatory requirements, and build scalable systems that support long-term sustainability and high-quality outcomes. This position requires strong executive leadership, operational expertise, regulatory knowledge, financial acumen, and the ability to lead complex, high-risk service environments.

Requirements

• Bachelor’s degree required in Social Work, Psychology, Healthcare Administration, or related field
• 7–10 years of experience in residential services or human services
• Minimum of 5 years in senior leadership or operational management roles
• Experience working with individuals with developmental disabilities required
• Strong knowledge of DMH, DSS, Medicaid, and residential regulations
• Strong operational and systems-thinking capability
• Ability to manage high-risk, high-acuity environments
• Proven leadership and team development skills
• Strong financial acumen and operational management experience
• Excellent communication and executive presence
• Strategic thinking and problem-solving ability
• High level of integrity, professionalism, and accountability
• Exceptional organizational skills with the ability to manage multiple tasks simultaneously

Responsibilities

• Develop and implement innovative residential service models
• Identify opportunities to improve service delivery, staffing models, and operational efficiency
• Lead development of scalable systems and processes across Community Living
• Ensure compliance with all federal, state, and local regulations (DMH, DSS, Medicaid, etc.)
• Oversee implementation of policies, procedures, and regulatory requirements
• Maintain audit readiness and regulatory compliance across all programs
• Champion person-centered, high-quality residential services
• Ensure individuals served and families are engaged in care and decision-making
• Address concerns, complaints, and service issues promptly and effectively
• Promote continuous learning and development across Community Living teams
• Support training initiatives focused on best practices, safety, and behavioral support
• Stay current on regulatory changes and industry trends
• Ensure services are delivered with dignity, respect, and empathy
• Support teams in managing complex behavioral and care needs
• Align Community Living operations with organizational growth strategy
• Expand services while maintaining quality and compliance
• Strengthen systems that support long-term sustainability
• Lead all Community Living operations across residential programs
• Develop and execute strategic plans aligned with organizational goals
• Collaborate with executive leadership to drive performance and growth
• Provide oversight of program structure, staffing models, and service delivery
• Ensure compliance with DMH, DSS, Medicaid, and other regulatory bodies
• Lead preparation for audits, inspections, and licensing reviews
• Partner with Safety, Risk, and Compliance on investigations, RCAs, and corrective actions
• Oversee response to incidents, abuse/neglect allegations, and grievances
• Ensure implementation of corrective actions and systemic improvements
• Develop and oversee quality assurance systems and performance metrics
• Conduct audits and evaluations of program performance
• Monitor service quality, safety, and outcomes across all homes
• Implement improvements based on data, trends, and findings
• Oversee recruitment, retention, and staffing strategies
• Ensure adequate staffing levels across all programs
• Support leadership development for Program Managers and Directors
• Address staffing challenges, performance issues, and turnover risks
• Develop succession planning and leadership pipelines
• Develop and manage Community Living budgets
• Monitor financial performance including staffing costs, utilization, and expenses
• Conduct variance analysis and implement corrective actions
• Present financial performance to executive leadership
• Identify cost-saving opportunities without compromising care
• Build and maintain relationships with families, guardians, and community partners
• Represent BHA in community forums, advocacy efforts, and partnerships
• Support referral processes and admission/discharge decisions
• Identify and lead opportunities for program expansion and growth
• Lead initiatives to expand residential services and program offerings
• Identify new opportunities for growth, partnerships, and service lines
• Support research and innovation in residential care models
• Provide regular reporting to executive leadership on performance and strategy
• Participate in on-call support for safety and risk-related events
• Perform additional duties and special projects as assigned
• Attend required meetings, trainings, and professional development sessions
