About The Position

CDD is seeking a visionary, experienced Vice President of Community Living to lead our residential services programs. As a key member of the executive leadership team, the VP of Community Living provides strategic oversight across all CDD residential programs — including community housing and Independent Supported Living (ISL) sites — ensuring every home reflects our mission and delivers meaningful, person-centered outcomes for individuals with developmental disabilities. Requirements

  • Bachelor's degree in a human service-related field.
  • Minimum five years of combined direct service and/or program management experience, including supervision of staff working with persons with developmental disabilities.
  • Demonstrated understanding of and ability to work with the needs of adults with developmental disabilities.
  • Proficiency in personnel management and data/word-processing systems.

Responsibilities

  • Provide strategic leadership and direct supervision to residential Program Directors (PDs), ensuring alignment with organizational goals and priorities.
  • Oversee day-to-day operations of residential program processes, ensuring smooth functioning, timely issue resolution, and high-quality service delivery.
  • Serve as the executive point of contact for PDs regarding operational issues, crisis management, staffing needs, and resource allocation.
  • Champion a culture of collaboration, empowerment, and accountability across residential teams.
  • Conduct regular residential site visits to assess program performance, foster team engagement, and strengthen executive visibility.
  • Lead proactive efforts to identify and address staff performance issues by coaching PDs on team-based solutions and professional growth.
  • Partner with the Training Department to assess staff development needs and implement targeted training and coaching plans.
  • Oversee recruitment, onboarding, and retention strategies for key residential staff; provide interim leadership support during vacancies or transitions.
  • Support PDs in holding teams accountable to policies, procedures, and service standards.
  • Collaborate with PDs and other leaders to evaluate and improve program policies, systems, and workflows for greater efficiency and impact.
  • Monitor KPIs across all residential programs; analyze data and trends to inform strategy and report to the executive team.
  • Collaborate with the Compliance Department to address risk factors and critical incidents, implementing solutions that strengthen service outcomes.
  • Ensure PDs are monitoring all state-required health system data (e.g., IQMRF, EMTs) accurately and within required timelines.
  • Ensure the organization is prepared for CARF accreditation review with Community Housing and ISL services standards, Columbus Group audits, and applicable licensure and certification reviews.
  • Stay informed of DMH directives and state-level initiatives; guide residential teams through changes and ensure compliance.
  • Participate in investigations, plans of action, and mortality reviews as requested.
  • Communicate critical updates, corrective action plans, and process changes to program leadership; conduct follow-up audits to ensure accountability.
  • Approve and monitor staffing patterns and program budgets to ensure fiscal responsibility and alignment with agency strategies.
  • Communicate service needs and changes to the Benefits Specialist promptly to ensure individual budgets accurately reflect current support needs.
  • Ensure service addendums and utilization reviews (UR) are completed in a timely manner for billing and funding compliance.
  • Approve internal staff transfers.
  • Oversee the transition process for new residential referrals and internal moves, ensuring seamless onboarding experiences.
  • Serve as the primary liaison to Targeted Case Management (TCM) entities, guardians, families, and County Public Administrators' offices.
  • Work directly with the Chief Strategy Officer on new business development and service location additions.
  • Partner with local stakeholders on needs assessment and service implementation.
  • Provide initial residential startup direction and oversight.
  • Ensure health and safety is the top daily priority and all urgent issues are addressed immediately.
  • Collaborate with the nursing team to establish continuity of care for each client.
  • Stay apprised of all health and safety issues and initiate team discussions resulting in action steps and follow-through.
