Requirements

  • Minimum of 10 years leadership experience in nonprofit, government, or philanthropy, overseeing multiple programs or contracts, ideally at an organization serving low-income communities.
  • Bachelor’s degree
  • Advanced degree in public policy, community and economic development, social work and or a related field is strongly desired.
  • Demonstrated track record of collaboration with multi-sector partners.
  • Comprehensive working knowledge of program planning, organizational structure, budgeting, and administrative operations.
  • Experience leading others to new levels of effectiveness and programmatic impact.
  • Excellent communication skills, both written and oral, with the ability to represent the organization externally across a wide range of stakeholders and constituencies.
  • Strong relationship builder with the ability to find common ground, build consensus, and strengthen collaboration among diverse stakeholders.
  • Strong community awareness and astuteness.
  • Action oriented with the ability to successfully navigate in a fast-paced, outcomes-driven and entrepreneurial environment.

  • This position will be based in one of Enterprise’s local offices and be required periodically to meet with senior staff and partners across the organization.
  • Travel will be, as needed for in-person meetings, convenings, conferences and other.

Responsibilities

  • Strategically lead, fundraise and manage programs, teams and budget, implementing the strategic vision and goals of Enterprise as it relates to housing access and opportunity efforts.
  • Lead Enterprise’s national strategy at the intersection of housing, health, and economic mobility, overseeing teams that advance high impact programs focused on homelessness, rental assistance, resident services and pathways out of poverty.
  • Convene subject matter experts and partners from diverse teams within Solutions Division and across Enterprise to drive integrated approaches that strengthen delivery systems, scale effective models, and align capital, policy, and practice to improve housing stability, health, and upward mobility for low-income households.
  • Modernize rental assistance systems to expand housing choice and access, including Housing Choice Voucher (HCV) reform and the exploration of new direct rental assistance models.
  • Leverage cross sector partnerships and Enterprise’s capital, policy, and technical assistance resources to drive systems transformation and accelerate mobility from poverty.
  • Advance integrated housing and service platforms for people experiencing homelessness, while strengthening and preserving permanent supportive housing (PSH) organizations and portfolios.
  • Play a pivotal role in helping to bridge the capabilities of the Enterprise’s Solutions and Community Development divisions.
  • Create a direct partnership and collaborative work environment with the SVP, [Resident Services /Community Impact] within the Enterprise Community Development (ECD) division to innovate, test, and scale national programs in real time as they are being developed.
  • Partner through regular scheduled meetings and include ECD’s Resident Services and Community Impact team in program development.
  • Be accountable to co-develop the outcomes and data to be captured and integrate results into decision making and research produced.
  • Drive cross functional alignment to accelerate systems change, working closely with Markets, Advisors, and Policy leaders to integrate housing access, resident services and upward mobility strategies at the state, local, and federal levels.
  • Partner with Impact & Evaluation to set clear goals, metrics, and milestones; assess progress; and course correct as needed to ensure results.
  • Foster a culture of trust and collaboration across teams within Solutions, Enterprise Community Development and Capital divisions and external partners.
  • Be a dynamic, proven subject matter expert and thought leader who can be one of the key external faces of Enterprise overall, and alongside staff, a key external ambassador and fundraiser for Enterprise’s programs and projects.
  • Play a central internal leadership and coordination role, bringing together colleagues across Enterprise who hold different responsibilities, expertise, and lines of sight on housing access and upward mobility.
  • Align priorities, integrate diverse perspectives, and translate insights into cohesive strategies, working closely with Markets and Advisors, as well as teams focused on renter wealth creation, federal policy, research, and other cross organizational efforts.
  • Ensure Enterprise’s capabilities are effectively coordinated to advance impact and systems change by fostering strong internal partnerships and shared accountability.
  • Manage a remote team of Sr. Directors and Directors to set strategies, design, and plan short-, medium- and long-term goals for implementation, scaling and evaluation of the housing access programs, including ensuring that objectives and outcomes are achieved across Enterprise workstreams.
  • Ensure efficient implementation and accountability for housing access and upward mobility work across Enterprise while monitoring and communicating trends and their implications for organizational strategies and priorities.
  • Be accountable for developing and managing the team budget along with all awarded grants and contracts.
  • Define and manage clear roles and responsibilities within the housing access and upward mobility teams to advance program goals and support staff development through meaningful opportunities for learning and growth.
  • Serve as subject matter expert in division-wide forums and processes (including peer networks, communities of practice, Solutions Training Academy, intake process).
  • Represent Enterprise in external meetings with both housing, service, philanthropy, investors and other partners including workshops, conferences, and other events.
