About The Position

GovCIO is seeking a Vice President, Health IT Strategy & Transformation to serve as a senior consulting and strategic-advisory partner to their federal Health IT portfolio. This role involves advising on mission strategy, leading delivery operations, and guiding enterprise-level modernization. The ideal candidate will possess a blend of mission strategy, technology-driven transformation, strategic communications, and execution expertise. This position requires a leader who can engage with C-suite executives, manage enterprise operating models, align stakeholders, and drive implementation at the program level. A strong consulting background, executive presence, and the ability to advise federal health IT stakeholders on enterprise-wide transformation are essential. Prior experience supporting the US Department of Veterans Affairs (VA) is mandatory. This role is fully remote within the United States, with core business hours from Monday to Friday, 8 am to 5 pm EST.

Requirements

  • Master's Degree or MBA required.
  • 15+ years of progressive experience spanning strategic management consulting, strategic advisory, enterprise transformation, strategic communications, or technology-enabled delivery, including significant experience advising senior executives and leading complex transformation efforts.
  • Significant management consulting experience advising private and public-sector clients on complex enterprise or portfolio-level transformation, including demonstrated experience in structured problem-solving, executive advisory, cross-functional stakeholder management, and translating strategy into implementation.
  • Demonstrated strategic communications expertise supporting large, complex transformations, including executive messaging and briefings, change narratives, decision materials, stakeholder communications strategy, and the ability to translate complex mission, technology, and operational issues for senior audiences.
  • Experience with federal Health IT mission environment and specific experience supporting the VA; direct Health IT domain depth is required, and candidates with deep federal transformation experience who can rapidly build health-domain fluency will also be considered.
  • Experience advising clients on digital transformation or emerging technology strategy within a federal context.
  • Strong, established relationships with senior federal VA stakeholders; demonstrating ability to build and sustain trusted-advisor relationships with senior VA stakeholders across the VA Health mission environment.
  • Exceptional executive presence and oral and written communication skills, with demonstrated ability to independently advise senior clients, facilitate executive discussions, and communicate complex recommendations clearly and persuasively.
  • Experience identifying and shaping a variety of opportunities across program types, complexities, products, technologies, and customers.
  • Travel required (estimated 15%).
  • Ability to obtain/maintain suitability/public trust clearance.

Nice To Haves

  • Substantial, direct experience in federal Health IT specifically, including familiarity with clinical and mission workflows.
  • Experience supporting a large delivery organization within the VA specifically.
  • Track record of leading or contributing to enterprise-wide organizational or operating-model transformations (governance redesign, workforce transformation, large-scale change management).
  • Familiarity with responsible AI frameworks and governance in federal environments.

Responsibilities

  • Serve as a trusted strategic advisor to senior federal health IT executives, translating clinical and mission needs into actionable, enterprise-wide modernization and delivery strategy.
  • Lead enterprise-level transformation efforts, aligning operating model, governance, workforce, and technology change across the full breadth of the account.
  • Bring deep subject-matter expertise in federal Health IT, including program structures, health data and interoperability considerations, health-specific compliance and security requirements, and the health mission environment broadly, or demonstrate the ability to rapidly build this expertise.
  • Advise clients on digital transformation strategies, including the adoption of AI and emerging technologies within Health IT environments, responsible-AI governance, use-case prioritization, and integration with modernization roadmaps.
  • Represent GovCIO's point of view on Health IT strategy and enterprise digital transformation in client-facing settings, including with C-level stakeholders.
  • Operate effectively between mission strategy, technology transformation, strategic communications, and implementation, moving from ambiguous executive-level problems through structured analysis and strategy development to stakeholder alignment and execution.
  • Stay current on legislation and policy developments affecting Veterans and the VA mission, and translate their implications into program and delivery strategy.
  • Own the strategic-communications thread that runs through every engagement, including executive messaging, change communications, board- and Congress-ready materials, and stakeholder communications plans for large-scale transformation.
  • Craft and deliver executive-level presentations and briefing materials that translate complex technical and operational work into clear, decision-ready narratives for senior government and industry audiences.
  • Build communications strategies that bring skeptical or fragmented stakeholder groups to a shared understanding during periods of significant change.
  • Lead a team of seasoned program and client delivery professionals supporting GovCIO's VA account, spanning IT service management, business-process optimization, digital services, cybersecurity, infrastructure/cloud, and production support.
  • Establish, implement, and communicate the strategic direction of the VA delivery team, ensuring staffing, development, organization, quality, and efficiency plans align with the account's strategic vision.
  • Establish and implement operations-related policies, practices, standards, and measures to ensure consistent, high-quality delivery execution.
  • Present periodic performance reports and metrics at various levels within the organization, including to executive and board-level audiences.
  • Work with executive leadership to review and approve cost-control reports, cost estimates, and staffing requirements for projects.
  • Partner with the growth team to identify and qualify new clients and opportunities, particularly within Health IT modernization.
  • Proactively initiate client-facing engagements and maintain a deep understanding of evolving client needs.
  • Coordinate and support face-to-face customer meetings with senior management and C-level executives.
  • Build and sustain trusted-advisor relationships with senior client executives; prepare for and facilitate meetings, deliver presentations, and translate client needs into strong positioning and messaging.
  • Understand and articulate GovCIO's full value proposition, including advisory, strategy, and delivery services.
