About The Position

TYLin is seeking a VP, Deputy General Counsel, Major Projects to help shape the future of infrastructure delivery, negotiating and structuring deals for some of the most complex, high-value infrastructure projects in North America and globally. This is a high-impact leadership role reporting directly to the General Counsel, who heads the legal, compliance, and risk (LCR) function. This role will partner with business leaders, dedicated alternative delivery teams, and pursuit teams to enable smart, risk-aware growth across our most strategic opportunities, such as Public-Private Partnerships (P3), Design-Build (DB), Progressive Design-Build (PDB), other integrated project delivery models, and cross-border projects utilizing our global resources and network. The initial focus of this role will be on projects in the North America region, which is our largest business region.

Requirements

  • Juris Doctor (JD) or Bachelor of Laws (LLB); active bar membership in a U.S. State or Canadian Province.
  • Minimum of 15 years’ legal experience with a strong focus on major infrastructure or capital project delivery, including at least 7 years supporting alternative delivery methods.
  • Demonstrated expertise in negotiating, drafting, and advising on complex contracts for projects in North America using alternative or complex delivery methods such as P3, DB, DBFOM, joint venture, and concession arrangement.
  • In-depth understanding of risk allocation, bonding/insurance structures, performance security, and subcontractor relationships under various delivery models.
  • Business-oriented legal mindset with the ability to balance commercial opportunity and contractual risk.
  • Exceptional communication skills and the ability to lead through influence and support senior executives, technical leaders, and external partners.
  • Experience coordinating or managing outside counsel.
  • Ability to work cross-functionally in a fast-paced, matrixed, and collaborative global environment.
  • Willingness to travel domestically and internationally, as required.

Responsibilities

  • Lead high-stakes negotiations for complex and/or alternative delivery project contracts (DB, PDB, DBFOM, PPP, IPD, and collaborative contracting models), focusing initially on projects located in our largest region, North America.
  • Partners with company leaders, pursuit teams, and joint venture partners to structure alternative delivery deals aligned with our commercial and risk appetite that win and perform.
  • Provide end-to-end legal guidance for the full project pursuit lifecycle—from bid/no-bid decisions to teaming agreements, proposals, interviews, contract finalization, project delivery, and claims resolution.
  • Support claims avoidance, mitigation, and resolution strategies for complex projects, working collaboratively with project teams, external counsel, and other members of the Company’s global Legal, Compliance, and Risk (LCR) team, as needed.
  • Develop and maintain contract templates, negotiation playbooks, and best-practice guidance documents for complex project contracts, to streamline project delivery across business lines and regions.
  • Partner with General Counsel to define our contract negotiating strategy for complex contracts and major projects representing some of the highest risk and highest reward project opportunities.
  • Shapes and advances enterprise governance and risk culture for complex projects.
  • Works collaborative with and provides thought leadership and mentorship to regional attorneys of the Company working on complex contracts and alternative delivery projects.
  • Build, lead, and mentor a dedicated legal team specializing in complex projects over time.
  • Monitor emerging legal, regulatory, and industry trends relevant to collaborative and alternative project delivery models; update stakeholders and influence strategy accordingly.
  • Represent the legal function in client-facing settings, strategic partnerships, and industry events, strengthening TYLin’s leadership profile in the alternative delivery space.
  • Collaborate with global legal, risk, and compliance team members to ensure consistency in contracting practices and enterprise-wide risk governance.
