Position Summary: The Vice President, Commercial Policy, leads activities related to health care regulations and legislation impacting the individual and small group markets and Health Insurance Marketplace to support AHIP and its member organizations.

Requirements

  • Bachelor’s Degree and/or equivalent experience.
  • Minimum of 7-9 years of experience working on policy development on issues impacting commercial health insurance products, including conducting in-depth research or analysis of legislative and regulatory proposals relating to health care insurance and managed care.
  • Advanced understanding of health insurance and health reform issues, legislative and regulatory processes, health plan operations, laws, and regulations relating to health insurance and managed care.
  • Possesses excellent written and oral communication skills and political acumen.
  • Experience working with or for health insurance plans, state insurance departments, or the U.S. Department of Health and Human Services.
  • Ability to think constructively.

  • Proven strong organizational skills and the ability to finalize products in a timely and accurate fashion.

Responsibilities

  • Manages, supervises, and coordinates staff and activities, including policy development and implementation, federal and state legislative and regulatory analysis and positioning, supervision of research activities, and member product support.
  • Provides strategic direction for AHIP policy development impacting the commercial health insurance market and manages the annual development and implementation of proactive strategic plans and objectives for these lines of business.
  • Works with AHIP members to provide public comments on regulations pertaining to individual and small group coverage and the Health Insurance Marketplace and to operationalize implementation of those regulations.
  • Develops AHIP’s policy positions and achieves member consensus on legislative proposals, regulations, state and federal policies and guidance.
  • Leads long term strategic policy and research project with internal staff and outside consultants, including managing consulting projects and maintaining responsibility for research deliverables that support policy goals.
  • Gathers member input through written communications, conference calls, and in-person meetings. Synthesizes diverse member feedback to develop consensus positions.
  • Presents AHIP member views to external audiences, Administration officials and Congressional Staff.
  • Represents AHIP positions at internal and external meetings and conferences.
  • Maintains extensive contacts with staff at the CMS Center for Consumer Information and Insurance Oversight (CCIIO), National Association of Insurance Commissioners (NAIC), as well as member health plans.
  • Works collaboratively across other AHIP departments on projects of mutual interest.
  • Performs other tasks as required or assigned.
