About The Position

The Vice President, Colorado Community Health Alliance (CCHA) leads CCHA, a Colorado RAE serving over 280,000 Health First Colorado members across eight counties. This role offers a unique opportunity to influence healthcare delivery, drive organizational performance, and create meaningful impact at scale. Reporting to the Chief Operations Officer, Alpine Physician Partners, this role provides strategic and day-to-day oversight of all RAE contract obligations, including member care management, provider network development, behavioral health integration, quality performance, financial stewardship, and regulatory compliance. The goal is to ensure CCHA delivers on its mission to connect Coloradans with the care and community resources they need to thrive via the Health First Colorado program. The Vice President, CCHA serves as the senior-most internal leader for the RAE program, functioning as the primary point of accountability to HCPF and key external stakeholders, while partnering closely with Alpine Physician Partners leadership to align CCHA's performance with enterprise strategy. The position may include evening hours and travel throughout the eight-county service area of CCHA. The role is a hybrid work arrangement with a requirement to reside in the Colorado front-range area. This person must reside in Colorado.

Requirements

  • Master's degree required (MHA, MBA, MPH, or related).
  • Minimum of 10 years of progressive healthcare leadership, including 3+ years of executive-level (VP or above) accountability for a Medicaid RAE, MCO, or comparable state-contracted managed care program.
  • Direct experience managing a Medicaid RAE, Regional Care Collaborative Organization (RCCO), or equivalent state Medicaid contract is required.
  • Minimum of five years of financial management experience, including budget development, forecasting, and managing financial performance of a state Medicaid contract within capitation and administrative-cost constraints.
  • Demonstrated success leading complex, multi-stakeholder programs in a heavily regulated environment, including direct accountability to a state agency or government payer.
  • Proven track record of building and leading high-performing teams; experience managing multi-functional operations including care management, provider relations, behavioral health, and quality.
  • Must reside in Colorado.
  • Must be willing to travel within the CCHA service region and statewide for meetings, site visits, and stakeholder engagements.
  • Ability to support staff through change management and workflow transformation.
  • Home office, that is HIPAA compliant for all remote or telecommuting positions as outlined by the company policies and procedures.
  • Position may require working outside of normal business hours at times.

Nice To Haves

  • Clinical licensure or credential is a plus but not required.
  • Direct HCPF contract experience strongly preferred.
  • Deep familiarity with Colorado's Medicaid landscape, HCPF, and RAE program requirements is highly preferred.
  • Experience managing cross-functional vendor relationships, contracts, and procurement.

Responsibilities

  • Serve as CCHA's primary executive responsible for all obligations under the RAE contract with HCPF; ensure full compliance with contract requirements, deliverables, reporting timelines, and performance standards.
  • Lead all contract renewal, amendment, and negotiation activities in partnership with legal, finance, and senior leadership.
  • Maintain expert-level knowledge of Medicaid managed care regulations, HCPF policy directives, and RAE program requirements; translate regulatory changes into operational and programmatic adjustments.
  • Oversee preparation and submission of all required HCPF reports, deliverables, and performance improvement plans; ensure accuracy, completeness, and timeliness.
  • Serve as CCHA's primary representative in HCPF meetings, audits, site visits, and stakeholder convenings.
  • Lead CCHA's transition into the ACC Phase III program structure.
  • Direct and coordinate all CCHA operational functions, including care management, member services, provider relations, behavioral health integration, community health worker programs, and community resource referral systems.
  • Establish and monitor operational KPIs and performance dashboards; drive accountability, variation reduction, and continuous improvement across all program areas.
  • Develop and implement annual operational work plans aligned to RAE contract requirements and CCHA strategic objectives.
  • Ensure effective cross-functional integration across care management, quality, network, finance, and data/analytics teams to deliver seamless member and provider experiences.
  • Build and maintain a high-performing CCHA leadership team; recruit, develop, and retain talent across all functional areas.
  • Provide executive oversight of CCHA's operating budget; ensure disciplined financial planning, forecasting, and cost management in alignment with RAE capitation revenue and contractual constraints.
  • Partner with Finance leadership to develop annual budgets, multi-year financial projections, and scenario models; present financial performance to PHPprime and Alpine leadership on a regular cadence.
  • Monitor and manage RAE financial performance, including per-member per-month (PMPM) costs, administrative expense ratios, and quality incentive performance.
  • Identify and execute financial improvement opportunities; manage vendor contracts and procurement activities to optimize cost and quality outcomes.
  • Ensure compliance with applicable financial reporting requirements under the RAE contract and state/federal Medicaid regulations.
  • Oversee CCHA's provider network strategy, including primary care, behavioral health, specialty, and community-based organization (CBO) partnerships required under the RAE contract.
  • Lead provider engagement, contracting, credentialing oversight, and network adequacy activities to meet HCPF network standards.
  • Establish and monitor provider performance expectations; develop programs to support provider integration into CCHA's care management and quality improvement workflows.
  • Provide executive leadership for CCHA's quality improvement program, including HEDIS, CAHPS, and RAE-specific quality metrics defined by HCPF.
  • Lead the development and execution of the annual Quality Improvement Work Plan (QIWP) and Population Health Management strategy as required under the RAE contract.
  • Partner with analytics and clinical teams to leverage data to identify member risk, close care gaps, and drive population-level health improvement.
  • Ensure preparation and submission of all quality-related HCPF deliverables; lead performance improvement planning when metrics fall below contract thresholds.
  • Develop and sustain productive relationships with HCPF leadership, regional Medicaid stakeholders, county public health agencies, community mental health centers (CMHCs), and other RAE partners.
  • Represent CCHA in regional and statewide Medicaid and behavioral health policy forums; advocate for CCHA member and provider interests with HCPF and state policymakers.
  • Oversee CCHA's community engagement strategy, including community advisory activities and stakeholder communication plans required under the RAE contract.
  • Comply with HIPAA, Diversity Principles, Corporate Integrity, Compliance Program policies, and all applicable corporate and departmental policies.
  • Partner with PHPprime and Alpine Physician Partners leadership to align CCHA's strategic direction, performance, and resource needs with enterprise priorities.
  • Report CCHA program performance, financial results, and strategic priorities to Alpine executive leadership as required.
