About The Position

This position is part of Fairfax County Government's initiative to shape racial and social equity policies through the One Fairfax Policy. The role involves providing professional analytic and technical work, analysis, data management, and research for the Virginia Insurance Counseling and Assistance Program (VICAP) Unit. The incumbent will measure and analyze performance indicators related to VICAP, MIPPA, SMP, and other VICAP unit requirements. They will exercise independent judgment and expertise in applying knowledge of agency and community services, and policies related to Medicare and Dual Eligibility Medicaid. The role requires compliance with counselor policies, including confidentiality and reporting. Responsibilities include analyzing, problem-solving, and providing information on Medicare, Dual Eligibility Medicaid, supplemental health insurance, long-term care insurance, other related health insurance programs, and Medicare fraud and abuse. The position involves one-on-one counseling using a database to help clients compare Medicare health plan and prescription drug options, and access other benefits. Additionally, the role includes developing, scheduling, and presenting Medicare training and outreach to various groups, ensuring program service delivery through volunteer support, and performing data collection for programming requirements.

Requirements

  • Knowledge of mission, goals, and objectives of Area Agencies on Aging, and community services regarding Medicare and Medicaid, as it relates to dual eligible beneficiaries, supplemental health insurance, long-term care insurance, other related health insurance programs, and fraud
  • Ability to be certified as a Virginia Insurance Counselor for Medicare within 60 days of start
  • Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area
  • Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level (This can serve as a bridge class)
  • Certification as a Virginia Insurance Counselor for Medicare required within 60 days of hire
  • Completion of a criminal background check, a Child Protective Services Registry check, and a Board of Insurance check
  • Must be able to report to work during times designated countywide as approved for unscheduled leave regardless of the emergency situation

Nice To Haves

  • Currently certified as a Virginia Insurance Counselor for Medicare
  • Professional social services experience in the field of aging, long-term care services, community outreach events, and volunteer management
  • Experience providing unbiased counseling to consumers to resolve concerns related to Medicare claims
  • At least three years of experience with public assistance/benefits work serving older adults, Medicare/Medicaid counseling, adults with disabilities, adult protective services, elder rights, and fraud prevention
  • Strong analysis skills with data management and data analysis experience
  • Experience providing benefits related counseling
  • Experience in public speaking and giving presentations both in-person and through virtual platforms to older-adults, non-profit/community groups and/or internal customers
  • Proficiency utilizing Microsoft office: Word, Excel, and PowerPoint
  • Bilingual in English and another language

Responsibilities

  • Conducts professional-level work in functions or activities, such as benefits counseling, data management, public education (in various formats), and coordination of volunteers
  • Provides counseling to consumers applying for benefits or seeking information about their benefits
  • Listens and researches options for consumers
  • Researches, navigates, and analyzes a variety of applicable systems to problem solve cases
  • Performs designated segments of projects or programs with well-defined objectives, including activities such as data collection, synthesis of data gathered to support analysis, and documentation of findings and recommendations
  • Assists with a variety of technical and professional work related to monitoring and reporting on departmental business processes, activities, and outcomes
  • Develops and maintains effective working relationships with internal and external partners and colleagues
  • Maintains index or log of standard forms for gathering information
  • Maintains and analyzes data collection in appropriate databases
  • Assists with measuring and analyzing indicators of performance, quality and quantity and efficiency of services
  • Assists with coordination of program volunteers and paraprofessional staff
  • Coordinates and executes education and public outreach
  • Other duties as assigned to support the work of the Adult & Aging Division
