About The Position

This is an Exempt Managerial position and an anticipated vacancy as of June 18th, 2026. All veterinary services fall under the jurisdiction of the Veterinary Division, which focuses on providing animal disease programs designed to control, diagnose, and eradicate diseases in livestock and poultry. These programs are often cooperative efforts with the United States Department of Agriculture, Animal Plant Health Inspection Service, Veterinary Services, and animal industry groups. The Veterinary Division is comprised of three sections: Animal Health Programs (AHP) - Poultry - Livestock, Diagnostic Laboratories, and Animal Welfare Programs. The primary purpose of this position is to serve as Director of Animal Health Programs/Livestock, managed and supervised by the State Veterinarian. This role is responsible for administering and enforcing North Carolina General Statutes and associated rules related to the diagnosis, control, and eradication of disease in livestock and poultry. Interpretation of these regulations and rules, with legal assistance, is a primary responsibility. As Director, this position exercises managerial and administrative control over all Animal Health Programs/Livestock activities, ensuring consistency with the division's mission and state/federal regulations through performance reviews and procedural oversight. The Director initiates, develops, recommends, and implements policies to carry out program responsibilities as set forth in North Carolina General Statutes and Code of Federal Regulations, Title 9, Animals and Animal Products. The welfare of North Carolina citizens, the livestock industry, and Animal Health Programs/Livestock personnel must be considered to ensure the mission is accomplished efficiently, safely, effectively, and economically. The Director plans and implements effective methods for animal disease prevention, control, and eradication within state and federal guidelines, establishing priorities to best utilize resources for managing emergency or critical situations, including employee selection, training, and placement. The Director directly supervises four (4) field Veterinary Medical Officers and one (1) Administrative Specialist II, with indirect supervision over eleven (11) Animal Health Technician I positions and five (5) Administrative Specialist I positions.

Requirements

  • Graduate of a veterinary college with four years of experience in regulatory and/or clinical veterinary medicine.
  • Strong expertise in pathology, bacteriology, immunology, epidemiology, parasitology, and therapy.
  • In-depth knowledge of livestock management and marketing.
  • Experience leading disease control, eradication, and animal health programs.
  • Proficient in interpreting North Carolina and federal livestock and poultry regulations.
  • Ability to communicate disease status and control efforts at local and national levels.
  • Skilled in coordinating animal health initiatives with diagnostic labs and state and federal agencies.
  • Effective at building and maintaining partnerships with government officials, producers, industry groups, animal welfare organizations, media, and the public.
  • Licensed or eligible for licensure to practice veterinary medicine in the State of North Carolina.
  • Three years of experience in the practice of veterinary medicine.
