About The Position

The Connecticut Department of Veterans Affairs (DVA) is seeking a full-time (40 hours/week) Veteran Services Supervisor for the Office of Advocacy & Assistance in Rocky Hill. This position involves supervising staff, setting priorities, overseeing case management, developing statewide procedures, leading community outreach, conducting research into veteran needs, and acting as a liaison with other agencies. The mission of the Connecticut DVA is to assist Connecticut’s veterans, across the spectrum of need, to ensure each veteran and eligible family member receives the benefits and services they earned. For over 140 years, the Connecticut DVA has been caring for its veterans and their dependents. Requirements

  • Current State of CT employee of the agency listed above (DVA) for at least six (6) months of full-time service or full-time equivalent service, absent any applicable collective bargaining language
  • Five (5) years of technical experience in assisting clients in finding, qualifying for, applying for, or delivering social, health care or veterans service programs involving direct client contact.
  • Two (2) years of the General Experience must have involved the coordination of a program.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in public health or social work may be substituted for one (1) additional year of the General Experience.
  • One (1) year of experience as a Veterans Services Officer currently or previously accredited by the U.S. Department of Veterans Affairs, Office of General Counsel, may be substituted for the General and Special Experience.
  • For state employees one (1) year of experience as a Veterans Services Officer may be substituted for the General and Special Experience.
  • Considerable knowledge of and ability to interpret and apply relevant state and federal laws, statutes and regulations; relevant agency policies and procedures; veterans programs and resources
  • Knowledge of various social, psychological and emotional factors which influence attitudes and behavior of veterans; and ability to coordinate available support and social services which provide assistance to veterans, their spouses and eligible dependents
  • Considerable interpersonal skills; oral and written communication skills
  • Considerable ability to understand, analyze, interpret and apply complicated technical materials
  • Supervisory ability
  • Ability to utilize computer software
  • Served in time of war for at least ninety (90) days unless separated from service earlier because of a service connected disability; Received honorable discharge from or released under honorable conditions from active service in the armed forces as defined in accordance with Section 27-103 of the Connecticut General Statutes; or Awarded the Armed Forces Expeditionary Medal for service by the armed forces.
  • Incumbents in this class will be required to complete a course in veterans benefits within one (1) year of employment and must be accredited by the U.S. Department of Veterans Affairs.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.
  • Incumbents in this class may be required to travel.

Responsibilities

  • Supervises staff, including assigning work, providing training, and conducting performance evaluations
  • Sets priorities, oversees case management, and performs regular on‑site reviews
  • Develops statewide procedures, policies, standards, and program materials
  • Leads community outreach, intervention programs, and resources for veterans
  • Conducts research into veteran needs and recommends legislative actions to improve benefits
  • Acts as liaison with other agencies and prepares reports, correspondence, and public presentations
  • Schedules, assigns, oversees and reviews work of staff
  • Provides staff training and assistance
  • Conducts performance evaluations
  • Determines priorities and assesses needs on cases assigned to staff including on site visits on a regular basis
  • Establishes and maintains procedures to be followed on a statewide basis
  • Develops or makes recommendations on development of policies and standards
  • Acts as liaison with other operating units, agencies and outside officials regarding agency policy and procedures
  • Prepares reports and correspondence
  • Plans and supervises development of resources and grants available to agency and veterans
  • Develops and promotes programs for community outreach, intervention and assistance for veterans
  • Develops and conducts research into needs of veterans
  • Plans development and distribution of programmatic materials
  • Recommends legislative action necessary to enhance benefits for veterans
  • Supervises a program of veteran representation at administrative hearings involving benefits and issues

  • Assists municipalities in implementing the Municipal Veterans Representative Program
  • Maintains a registry of municipal veterans representatives
  • Assists municipalities in obtaining grants or other funding for the municipal veterans representative program
  • Conducts training for municipal veterans representatives
  • Tracks annual municipal support to veterans
  • Prepares and provides input to required reports
  • Assists municipalities in conducting veteran outreach events
