About The Position

At the City of Thunder Bay, we are looking for a Vacant Building Program Coordinator to play an important role in connecting people, processes, and solutions that support responsible community well-being. This role is crucial in supporting initiatives that improve neighbourhood safety, enhance property standards, and help revitalize underutilized spaces. You will work with internal teams, property owners, and stakeholders to support programs that improve safety, encourage compliance, and strengthen neighbourhoods. Requirements

  • Degree in planning studies, environmental studies, business administration, building science, public administration, or related field, along with three years of related experience in program delivery; or
  • Diploma in planning studies, environmental studies, business administration, building science, public administration, or related field, along with five years of related experience in program delivery.
  • Ability to work with a diverse population and to identify, understand, and meet/exceed internal and external customer service requirements.

Responsibilities

  • Coordinate and monitor a Vacant & Dilapidated Building Program.
  • Develop, coordinate and monitor the Vacant & Dilapidated Building Program, policies and initiatives.
  • Engage with vacant building owners and clearly communicate the requirements of the Program; assist property owners with Program compliance including the online Vacant Building Registry.
  • Investigate, respond to, and track citizen complaints and inquiries regarding vacant buildings.
  • Keep accurate records, track key metrics, and prepare reports to inform management, ensure funding compliance, and improve operations.
  • Coordinate a Steering Committee of City staff, and other community partners as required, for a coordinated response to vacant buildings, including scheduling meetings, taking meeting notes, and distributing agendas and minutes.
  • Develop Property Specific Response Plans for identified vacant buildings and coordinate implementation between various divisions, City departments, public agencies, and/or private sector representatives.
  • Develop and conduct public education for property owners and the general public to raise awareness of the Vacant & Dilapidated Building Program, Vacant Building Registry, and complaint process.
  • Plan, coordinate, manage, and attend public engagement events and report to relevant Ward, Committee, and Council meetings, as required.
  • Conduct best practice reviews, research policies and programs, including those in other municipalities, and provide advice and recommendations for Program enhancements.
  • Review and prepare requests for quotation/proposal, tenders, contracts, and agreements for required services and monitors/evaluates the work of consultants.
  • Monitor emerging issues related to vacant buildings and provide recommendations to City management.
