About The Position

The City of Greeley is seeking a Utility Locator Supervisor to join the Transmission and Distribution team in the Water and Sewer Department. This position is responsible for planning, coordinating, and supervising utility locating activities for all City-owned water and sewer infrastructure. The Utility Locator Supervisor oversees staff responsible for protecting the City's underground assets during excavation, utility potholing, and directional boring activities. This position serves as the primary point of contact for City staff, contractors, utility companies, and the public regarding utility locating services, underground construction standards, and City policies and procedures, ensuring the safe and efficient operation of the City's utility systems. This position will report to the Transmission and Distribution Maintenance Team Manager.

Requirements

Specialized technical training beyond a high school diploma.
Three (3) year or more of experience working with infrastructure in locating, maintaining, and inspecting utilities of Water & Sewer facilities.
Possession of a Work Zone Traffic Control (WZTC) certification and Flagger certification, or the ability to obtain both within six (6) months of hire.
Colorado State Water Distribution 1 certification or ability to obtain within one (1) year of hire.
Colorado State Wastewater Collections 1 or ability to obtain within one (2) years of hire.
One (1) year or more of experience working with City Works or similar work order-based system.
Demonstrate experience using GIS and GPS mapping and the ability to identify Water & Sewer lines that are not in the mapping system.
Possession of a valid driver’s license.
Knowledge of utility locating practices, underground water and wastewater infrastructure, Colorado 811 requirements, construction standards, and applicable safety regulations.
Knowledge of supervisory principles, employee development, performance management, and customer service practices.
Skill in utilizing utility locating equipment, GIS and asset management systems, and interpreting maps, as-built drawings, and construction plans.
Skill in supervising staff, coordinating field operations, resolving conflicts, and communicating effectively with employees, contractors, utility providers, and the public.
Ability to plan, organize, and prioritize work; exercise sound judgment; analyze and resolve operational issues; maintain accurate records; and respond effectively to emergencies and changing priorities.
Ability to establish and maintain effective working relationships and promote a safe, collaborative, and customer-focused work environment.

Must be able to work safely in construction zones, near river and ditch banks, road rights-of-way, easements, and other outdoor environments under varying weather conditions.
Dexterity: Requires the ability to operate utility locating equipment, GPS devices, hand tools, mobile technology, and standard office equipment.
Ability to climb stairs, ladders, and enter confined or restricted work areas.
Strength: Ability to lift, carry, push, pull, and move tools, equipment, materials, and utility locating devices weighing up to 50 pounds and 100 pounds on an occasional basis.
Endurance: Ability to perform sustained fieldwork for extended periods, (8-12 hours) including physical labor, walking long distances, standing for prolonged periods, and working outdoors in varying temperatures and weather conditions.
Vision and Hearing: Sufficient visual acuity to read maps, utility records, construction plans, digital displays, and utility markings.
Ability to identify field hazards, assess site conditions, and safely operate equipment.
Adequate hearing and communication abilities are required to interact with coworkers, contractors, equipment operators, and the public in potentially noisy work environments.

Nice To Haves

One to three (1-3) years of previous team lead or supervisory experience preferred.
Detailed knowledge of City of Greeley Water & Sewer infrastructure.
Experience or understanding of Water & Sewer repair and installation.
Current Class A CDL or the willingness to obtain within two (2) years of hire.
Colorado 811 Damage Prevention Certification or equivalent utility locating certification within six (6) months of hire.
National Utility Locating Contractors Association (NULCA) Locator Certification.

Responsibilities

Plans, coordinates, and supervises utility locating activities for all City-owned water and sewer infrastructure.
Oversees compliance with Colorado 811 requirements and serves as the primary point of contact for all Colorado 811 legal responsibilities, reporting requirements, and utility locate software administration.
Coordinates utility locating activities with internal departments, contractors, utility providers, developers, and other external stakeholders.
Verifies utility information and as-built documentation in coordination with Asset Management and resolves discrepancies to ensure compliance with City construction standards.
Supervises staff responsible for locating and marking underground water and sewer facilities to protect City assets during excavation, potholing, directional boring, and construction activities.
Oversees and participates in the use of electronic locating equipment to identify, trace, and mark underground utility lines.
Coordinates and attends field meetings with contractors, residents, and utility companies regarding utility locations, construction activities, and potential conflicts.
Provides on-site support during utility potholing, directional boring, and utility crossings to ensure compliance with established standards and verify appropriate clearances.
Observes and documents utility crossings and construction activities affecting City-owned infrastructure.
Utilizes CityWorks and other asset management systems to assign, track, prioritize, and document work activities.
Identifies opportunities to improve operational efficiency, customer service, and utility locating processes through data analysis and process evaluation.
Assists in the development and administration of division budgets and supports the achievement of departmental business and financial objectives.
Ensures compliance with all applicable federal, state, and local laws, regulations, policies, and safety procedures.
Ensures compliance with safety procedures.
Maintains accurate records, reports, and documentation related to utility locating activities, employee performance, and operational metrics.
Responds to emergency utility locating requests, infrastructure incidents, and after-hours calls as needed.
