About The Position

The Utilities Engineering unit at the Colorado Department of Transportation (CDOT) provides support to the Denver Metro area design and construction personnel, by coordinating all required utility, railroad, and irrigation ditch company activities. The unit coordinates, designs, accommodates, and relocates utility installations and railroad construction activities, which ensures the timely completion of transportation projects for advertisement and construction. CDOT is looking for a Utility Engineering Project Manager to oversee the coordination, accommodation, and clearing of utility and special use activities for the Denver Metro area. You will provide utility engineering experience and be the regional contact for utility companies and governmental agencies. This includes providing utility-related pre-construction programming guidance, design guidance, and budgets for CDOT highway construction projects and overseeing consultant contracts.

Requirements

  • At least 9 years of experience with a primary focus in transportation engineering project management and/or utilities coordination, management, design, or agreements.
  • A combination of relevant education and experience equal to at least nine (9) years.
  • Education from an accredited college or university with coursework in Business Administration, Construction Management, Engineering, Engineering Technology, Land Use/Development, Law, Planning, Project Management, Public Administration , or another field of study related to the duties of this position will be considered.
  • Experience with a primary focus in transportation engineering project management and/or utilities coordination, management, design, or agreements will be considered.
  • A current valid driver’s license is required.

Responsibilities

  • Collaborate with CDOT personnel on potential utility, irrigation, and railroad conflicts due to CDOT construction plan design; recommend solutions to avoid and/or mitigate conflicts, which can affect project plans, budget, and schedule.
  • Conduct formal plan reviews of all Denver Metro area transportation project with regards to any potential impact to utilities, irrigation ditches and railroads; develop detailed cost estimates and funding requirements, and address any funding requirements; certify eligibility and initiate the process for reimbursement for eligible incurred costs to the impacted utility owners.
  • Provide project management strategies and solutions for statewide utility installations; oversee the issuance of all utility clearances on assigned CDOT, local agency, and railroad Section 130 projects; provide oversight and direction for the issuance of all Utility and Special Use Permits in the Denver Metro area.
  • Attend region plan status, scoping, FIR/FOR, pre-construction and project meetings to address and resolve utility conflicts.
  • Schedule and lead region wide joint utility meetings with local agencies, area utilities, and railroad representatives to discuss CDOT construction plans; provide direction to local agencies and utility companies regarding project decisions that affect CDOT right-of-way.
  • Negotiate agreements for relocation of critical infrastructure facilities; draft, budget, and process all utility related agreements in the region; track the progress of agreements and the associated funding through the system, ensuring that funds are obligated.
  • Supervise the Utilities Unit by delegating and monitoring work assignments, authorizing and approving time sheets and leave requests; set unit strategy and goals; prepare and conduct performance reviews; train and mentor employees.
