About The Position

This recruitment is for a Utility Analyst I-II position within the Resource Planning Department. The role involves performing a variety of professional duties in the planning, analysis, development, and utilization of District resources, including electric generation, electric, financial, and fuel contracts, market integrations, energy trading and scheduling, settlements, resource planning, rates, and risk management. These positions may involve rotation. The Utility Analyst I performs less complex tasks, while the Utility Analyst II is expected to independently handle difficult and complex work, requiring knowledge of District policies and procedures and the ability to solve problems by choosing from multiple alternatives. Work is typically reviewed upon completion.

Requirements

  • Bachelor's degree from an accredited college or university in a highly analytical field such as engineering, accounting, finance, science, math, or economics.
  • Utility Analyst I: Two (2) years of experience in one or more of the specified fields of concentration or a related preparatory position.
  • Utility Analyst II: Five (5) years of experience in one or more of the specified fields of concentration or a related preparatory position.
  • Ability to establish and maintain effective working relationships.
  • Excellent customer service skills.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Ability to prepare clear and concise financial and administrative reports.
  • Ability to interact with the Board of Directors, Commissioners, elected and appointed officials, and management-level utility personnel (for Utility Analyst II).
  • Ability to maintain a positive work atmosphere and get along with customers, clients, co-workers, and management.
  • Knowledge of the principles and techniques of analytical and statistical analysis, basic accounting, basic utility operation, and economic evaluation.
  • Knowledge of electric utility operations, including electric generation, transmission, and sub-transmission operation (for Utility Analyst II).
  • Knowledge of principles, methods, practices, and techniques used in resource, rate, and marketing practices (for Utility Analyst II).
  • Knowledge of principles and techniques of rate analysis, short and long-term load and resource forecasting, resource planning, statistics, economics, and accounting (for Utility Analyst II).
  • Knowledge of electric utility rate making, including cost analysis techniques and methods of cost allocation (for Utility Analyst II).
  • Knowledge of basic principles of electricity (for Utility Analyst II).
  • Knowledge of financial tools such as forward contracts, options, futures contracts, and swaps (for Utility Analyst II).
  • Basic understanding of database design and operation.
  • Basic understanding of methods of risk management.
  • Ability to research, analyze, and evaluate new program techniques, methods, and procedures.
  • Ability to recognize and evaluate changing industry conditions and develop strategies to address change.

  • North American Electric Reliability Corporation (NERC) Reliability Coordinator (RC) or Balancing, Interchange, and Transmission (BIT) certification or ability to acquire certification within six (6) months (in the field of Outage Coordination).
  • Must file a Statement of Economic Interest.
  • Must sign & acknowledge a Confidentiality Agreement.

Responsibilities

  • Analyze and produce studies, forecasts, and schedules for power generation, fuel contracts, and transmission to meet system needs and contingencies.
  • Determine and recommend generation investments and long-term contracts for generation, transmission, and fuel to meet electric and environmental obligations economically and reliably.
  • Negotiate approved long-term contracts and transactions for resources.
  • Develop multi-year load-forecast information for use in analyses, including revenue projections.
  • Coordinate long-term resource acquisition planning, develop long-term load forecasts and integrated resource planning studies, and maintain the load research program.
  • Represent the District in legislative, community, professional, and agency proceedings to influence energy regulation and policy.
  • Develop compliance filings for environmental regulations such as the Renewable Portfolio Standard and Cap and Trade.
  • Develop, analyze, and communicate the District’s Purchased Power and Fuel Budget.
  • Analyze and produce short and intermediate-term schedules for generating units and plants to operate economically.
  • Analyze and produce instructions, procedures, logs, records, and reports related to load dispatching and field operations.
  • Review daily system records for compliance and accuracy.
  • Identify and negotiate short and intermediate-term wholesale contracts and transactions to maximize the beneficial use of District assets.
  • Analyze and make recommendations for managing participation in ancillary services markets.
  • Manage projects for the development, implementation, and training of new processes related to power scheduling.
  • Serve as Energy Trader I or Energy Trader II.
  • Determine District utility retail costs by preparing a Cost-of-Service study.
  • Produce District retail revenue estimates and multi-year projections.
  • Prepare a competitive position report for the District’s products and services.
  • Design or redesign rate structures based on competitive comparisons and cost analysis.
  • Prepare new or revise rate designs for products and services.
  • Determine the impact of rate changes on individual customers.
  • Prepare and analyze material related to the cost structure for each rate schedule.
  • Analyze customer usage data for cost allocation to rate classes.
  • Recommend rates for each rate class.
  • Design, program, modify, and operate systems for measuring, monitoring, and reporting financial risk.
  • Coordinate with other administrations on scheduling, risk analysis, and forecasting for a consistent analytic approach.
  • Participate in the Risk Management Committee to communicate the District’s market risk position and mitigation strategies.
  • Conduct analysis related to the preparation and approval of invoices for power supply, transmission, and fuel.
  • Model in scheduling and settlements software systems.
  • Analyze settlement data and perform validation for accurate financial results.
  • Prepare statistical, financial, and planning reports, ensuring compliance with regulations and contract requirements.
  • Perform professional analysis of customer energy use and determine solutions to complex energy problems.
  • Perform analysis of customer energy efficiency projects.
  • Assist in Demand-Side Management program design, application, and evaluation.
  • Maintain and expand effective customer relationships.
  • Assist in research, development, production, and marketing of potential new services, products, and programs.
  • Assist in the District-wide coordination of public benefits programs.
  • Perform analysis on the feasibility of market penetration in various geographical and market niche areas.
  • Support real-time and near real-time activities related to the Energy Imbalance Market (EIM).
  • Support market participation functions for day-ahead, hour-ahead, and real time.
  • Monitor and analyze market results in real-time and day-ahead timeframes.
  • Participate in testing and integration of new market tools, software updates, regulatory changes, or new program participation.
  • Assist in root cause analysis of pricing or dispatch discrepancies and coordinate corrective actions.
  • Collaborate with various teams to align operational and financial strategies.
  • Manage the District’s participation in CAISO (California Independent System Operator) matters.
  • Monitor after-the-fact data related to generation, transmission, and services for compliance.
  • Plan, analyze, and coordinate planned outages for water and electric operations, ensuring compliance with standards.
  • Manage outages across transmission, generation, and distribution systems.
  • Act as the primary contact for internal teams and external agencies regarding outages.
  • Maintain outage management systems and develop long-term outage plans.
  • Ensure proper coordination for capital construction and maintenance projects.
  • Generate reports and provide technical expertise related to outages and system reliability.
  • Contribute to process improvements and develop operational procedures.
  • Handle day-to-day challenges related to outages and system reliability.
  • Work with stakeholders to determine optimum reliability clearance windows and switching for maintenance and/or construction projects.
  • Assist in the training of other District staff.
  • Assist in the supervision of tasks assigned to other District staff or consultants.
  • Manage, develop, modify, and utilize computer models and applications.
  • Coordinate Administration-related activities with other District administrations, departments, and outside agencies.
  • Make professional presentations to District management, including the Board of Directors.
  • Provide analysis and recommendations on regulatory matters affecting the Administration.
  • Serve as acting Department Manager as assigned.
  • Comply with all District rules, regulations, policies, and procedures.
  • Perform other related duties as required or assigned by supervisor.
