About The Position

Performs a variety of semi-skilled and skilled maintenance, repair, and construction of City utilities, water and wastewater infrastructure, streets, and other facilities under City obligation. Executes duties based on established plans and in response to changing priorities and emergencies. Operates hand tools and light to heavy equipment in the performance of duties. The role has multiple levels: Trainee (entry-level, requires CDL training and attainment within 12 months), Technician I (entry-level, requires CDL or ability to obtain within 6 months), Technician II (intermediate level, with related experience performing routine and less complex duties), and Operator (advanced level, skilled/experienced, performs complex duties, repairs, and trains others).

Requirements

  • High School diploma or equivalent.
  • Ability to obtain a CDL license within 6 months of hire (Trainee: within 12 months).
  • Safe driving record.
  • Trainee: Basic experience with maintenance, equipment operation, construction, plumbing, or a related field desired.
  • Technician I: Minimum six months of relevant experience.
  • Technician II: Two years of experience required for Maintenance Technician.
  • Operator: Three years of relevant experience required for Operator.
  • Previous outside experience will count toward criteria to advance to higher levels.
  • Demonstrates acceptable record of Safety and Job Performance.
  • Ability to ascend and descend from 30-foot ladder through 24” diameter manholes.
  • Ability to remove and replace up to 120 lb. manhole covers.
  • Ability to pick up 90 lb. bags of concrete and carry them for up to 20 ft.
  • Proficiency with hand tools and light to medium equipment.
  • Operate simple pneumatic tools, gas monitoring devices, handheld meter register, air hammer, and pavement breaker.
  • Drive light, medium and heavy-duty trucks and/or load and unload them.
  • Operate weed eaters, chain saws, saws.
  • Proficient in computer use and applications such as GIS for data entry and retrieval (Operator level).
  • Ability to positively and appropriately interact with customers and community members.
  • Ability to establish and maintain effective working relationships with supervisors, management and other employees.

  • Technician I: Proficiency with Backhoe, Grader, Loader, Vactor, and TV Truck; Traffic Control Supervisor (TCS) or Traffic Control Technician (TCT) Certification; Erosion Control Certification; Basic or Advanced Utilities Locating; Basic or Advanced Meter Knowledge; ABPA or ASSE Backflow Certification.
  • Technician II: Colorado Level I Water Distribution Operator and Wastewater Collection Operator, proficiency with Backhoe and Loader; Basic Utilities Locating; Basic Meter Knowledge. Desired: Proficiency with Grader, Vactor, and TV Truck; Traffic Control Supervisor (TCS) or Traffic Control Technician (TCT) Certification; Erosion Control Certification; Advanced Utilities Locating; Advanced Meter Knowledge; ABPA or ASSE Backflow Certification; Construction Project Management.
  • Operator: Colorado Level II Water Distribution and Wastewater Collection Operator; Proficiency with Backhoe, Loader Vactor, and TV Truck; Basic Utilities Locating; Basic Meter Knowledge. Desired: Colorado Level III Water Distribution and Wastewater Collection Operator and Colorado ORC Eligible; Proficiency with Grader; Traffic Control Supervisor (TCS) or Traffic Control Technician (TCT) Certification; Erosion Control Certification; Advanced Utilities Locating; Advanced Meter Knowledge; ABPA or ASSE Backflow Certification; Construction Project Management; Work Planning.
  • Operator: Can train others in the use of equipment, machinery and computers and GIS required for the role.
  • Operator: Can evaluate vendor performance and identify opportunities for improvements in vendor performance.
  • Operator: Appropriately responds to contentious situations and can de-escalate conflicts.
  • Operator: Effectively provides direction to vendors and contractors in complex task performance.

Responsibilities

  • Performs visual and CCTV inspections of sanitary and storm sewer lines.
  • Clears sewer and storm lines, operates jet/vacuum trucks, performs line rodding, tree root extraction, and pipeline repair/installation.
  • Inspects and operates lift stations.
  • Repairs sewer lines, manholes, lids, and other structures.
  • Performs maintenance and operations of water mains, valves, hydrants, manholes, and service lines.
  • Installs and reads water meters, performs service turn on/offs, checks pressure reducing valves, and conducts pressure/leak tests.
  • Conducts Backflow Prevention program activities and testing.
  • Drives dump trucks with plows and spreaders for snow and ice mitigation.
  • Performs routine maintenance on snow mitigation equipment.
  • Performs utility locates and reports discrepancies in GIS.
  • Maintains records related to inspection, prevention, maintenance, and work activities.
  • Responds to customer complaints and inquiries.
  • Responds to water main breaks, sewer backups, and water pressure loss.
  • Performs or assists skilled workers in light and heavy construction tasks, potentially in trenches or confined spaces.
  • Operates complex equipment as part of training for promotion.
  • Works irregular hours, weekends, evenings, holidays, and emergencies as required.
  • Responds to all calls as defined in the Department of Public Works call-out/standby and emergency response policies.
  • Performs related work as required and assigned.
