About The Position

The Utilities Services Manager oversees and directs the Water Treatment Division’s administrative support functions, including human resources, training and certification, budget administration and tracking, as well as division procurement. This position leads a team that supports both division and plant leadership by managing essential administrative tasks, while also performing higher‑level analytical and supervisory responsibilities to ensure effective and efficient operations across the division.

Requirements

  • Bachelor’s degree from an accredited school in Business Administration, Public Administration, Finance, or a related field.
  • Minimum of five (5) years of progressively responsible office or business management experience including one year of supervisory or management level.
  • Requires a valid Driver’s License
  • Proficiency in spreadsheets, databases, word processing, and flow-charting software.
  • Proficiency with City financial systems and software, including Workday
  • Knowledge of statistical analysis, purchasing and contract administration, and budget management principles and practices.
  • Knowledge of financial policies and procedures.
  • Knowledge of City HR policies and procedures.

Responsibilities

  • Provides budgetary oversight, monitoring appropriations, encumbrances, and allocations.
  • Analyzes budgetary data to identify trends and recommend action when necessary.
  • Facilitates and assists with contract procurement by coordinating with the Procurement Team and Water Treatment Division.
  • Represents Water Treatment Division in meetings with internal and external partners.
  • Evaluates work processes, procedures, organizational structures, resource needs and overall Division productivity.
  • Provides direct support to the Chief of Operations to ensure support services are provided to operational areas.
  • Provides HR support to the Division.
  • Manages and supervises a team of two (2) direct reports.
  • Ensures City and Department policies and initiatives are communicated and upheld within the Division.
