Mott MacDonald is seeking a Construction Manager, Utilities for a major Rail Transit project in Los Angeles. The Construction Manager will provide on-site construction management of the construction contracts. The Construction Manager shall be experienced in the type of construction required for transit facilities with emphasis on utility construction and have experience in the administration of construction and design-build contracts exceeding $300-million and in the day-to-day management of other construction management staff. It shall be preferred for the Construction Manager to be experienced with LA Metro projects located in the City of Los Angeles with familiarity for the standards and procedures of the third party entities and utility companies operating within this region. The Construction Manager shall have training in construction safety practices, including but not limited to, injury prevention and emergency first aid. The Construction Manager will be responsible for supporting on-site design-build management activities and will communicate directly with the contractor and third parties in order to report to the owner agency Construction Management staff during the design and construction phase. The CM will administer the provisions of the contract while acting as a representative of client, and will perform tasks as directed by client, including but not limited to the following: Maintain contractor deficiency lists, action lists, and Non-Conformance Report logs, and enforce corrective actions as required. Coordinate with the design-build contractor and various third parties on all design and construction activities. Particular attention shall be directed to coordinating contractor interface requirements and monitoring contractor’s performance in compliance with contract requirements. Lead weekly construction progress meetings, readiness review meetings, Third party coordination meetings, design coordination meetings and other construction meetings. Publish meeting minutes. Monitor construction contractor progress against the approved Project Master Schedule and obtain, as needed, work-around schedules from the contractor to mitigate progress delays. Maintain an accurate construction forecast and a contingency forecast with required supporting back-up. Document, verify, and provide monthly reports on field progress of contractors to Project Management team. Review, for compliance, the submittal requirements and process same in a timely manner, verify all open issues are addressed, and following the review by its engineering consultant, return the submittal back to the contractor. Assist Construction Relations Team to respond to community related complaints and to coordinate reduction of construction impacts (e.g., street closures, parking, noise, visibility and other effects to neighborhoods), which may have been specifically described as mitigation measures in the projects CEQA/NEPA environmental document, or which may be standard construction practice including procurement of materials and services as necessary. Monitor performance of utility contractors and design-builder and construction contracts for compliance with environmental and sustainability requirements in order to report results monthly to Environmental Compliance and Services Department. Coordinate survey work performed by CMSSC surveyors/surveying or other survey consultants for the Project as necessary. Coordinate responses to inquiries from contractors regarding contract document interpretation with Contract Administrators. Coordinate all responses to construction contractor's Requests for Information (RFIs) with staff and Engineering Support Services Contractor. Analyze construction contractor claims and Requests for Change (RFCs) and provide to Contract Administrator the basis for recommendation to resolve a claim or to authorize a change. Assist Contract Administrator to process contract Change Orders (CO) and contract Modifications, including negotiations, and assist in preparation of Board agenda items.
