About The Position

Kitsap County is seeking a Utilities Operations Supervisor to lead the maintenance, reliability, and safe operation of the County’s wastewater infrastructure. This critical leadership role oversees the maintenance and operation of four wastewater treatment plants and 64 sewer pump stations that protect public health, safeguard the environment, and serve the needs of a growing community. In this role, you will provide strategic leadership for multi-disciplinary teams across Collections, Mechanics, Sewer Facilities, and I&C/Electrical operations. You will oversee complex maintenance and capital improvement initiatives, strengthen system reliability and resilience, and optimize operational performance. This role also plays a key part in shaping the future of the County’s wastewater infrastructure through innovation, long-range planning, and continuous improvement. Requirements

• Bachelor's in Civil Engineering, Environmental Engineering, Environmental Science, Public Administration, Construction Management, Water Resource/Public Utility Management or a closely related field and four years of progressively responsible experience in public utility maintenance operations; to include 3 years of supervisory experience.
• Experience should demonstrate the ability to troubleshoot equipment, perform preventive maintenance, coordinate repairs and installations, and support reliable facility operations.
• Associates degree in a related field and six years of related work experience, to include 3 years of supervisory experience.
• Eight years of related work experience, to include 3 years of supervisory experience.
• Relevant work experience demonstrating required knowledge, skills, and abilities may substitute for educational requirements.
• Work experience is essential and cannot be replaced by additional education.
• Washington State Wastewater Operator Group I Certification highly preferred at hire. But must be obtained within one year of hire.
• Ability to build and lead high-performing teams through coaching, mentoring, and employee development.
• Strong written and verbal communication skills with the ability to develop policies, procedures, technical reports, and operational documentation.
• Proven ability to collaborate effectively with engineers, contractors, operations staff, leadership, and external stakeholders.
• Must meet the driving requirements of this position and submit a copy a current driving record/abstract (from state of residency) to review for eligibility to drive for Kitsap County prior to employment.
• Must obtain a valid Washington State Driver’s License prior to hire and maintain a satisfactory driving record as outlined in the Kitsap County Vehicle Use Policy.

Nice To Haves

• Demonstrated expertise in I&C/Electrical, SCADA, and mechanical systems within a wastewater environment is highly preferred.
• Experience maintaining wastewater treatment facilities, sewer pump stations, or other complex utility, industrial, or manufacturing infrastructure, including mechanical, electrical, instrumentation and control, telemetry, and SCADA systems, with knowledge of wastewater operations, utility safety practices, environmental regulations, and regulatory compliance requirements.
• Knowledge of preventive and corrective maintenance programs, equipment troubleshooting, maintenance planning, and asset management principles.
• Experience managing maintenance programs, inventory, purchasing, budgeting, and Computerized Maintenance Management Systems (CMMS)
• Experience leading continuous improvement initiatives that enhance operational reliability, safety, and efficiency.

Responsibilities

• Direct long-range maintenance strategies for the Collections, Mechanics, Sewer Facilities, and I&C/Electrical divisions, ensuring regionwide compliance with legal and environmental regulations.
• Plan, coordinate, and balance workloads across multiple crew supervisors, optimizing operational efficiency and supporting reliable sewer conveyance and treatment services.
• Lead major capital improvements, including equipment replacements, system upgrades, and subcontracted utility projects, ensuring technical standards and project requirements are fully met.
• Oversee commissioning of new utility infrastructure, collaborating with contractors, engineers, and technical staff to ensure seamless integration into existing systems.
• Prepare and defend annual and multi-year budgets for sewer maintenance operations, monitoring expenditures for parts, tools, SCADA technology, and electrical/mechanical systems to ensure cost-effective resource stewardship.
• Develop and implement five-year asset management plans addressing facility upgrades, roofing systems, mechanical enhancements, and plant-wide improvement needs.
• Review engineering analyses and developer submittals to ensure long-term compatibility and operational sustainability across facilities.
• Research, propose, and implement high-level policy or outsourcing strategies to strengthen efficiency, service delivery, and regulatory compliance.
• Ensure full adherence to Washington State and Federal environmental regulations across all operational and maintenance activities.
