About The Position

The Utilities Manager provides supervision, leadership, planning, managing and the coordination of the activities of the Water Distribution, Water Production, Water Quality, Wastewater Treatment, and Collection Systems. Responsibilities include daily management of the Backflow Prevention Program, Water Conservation Program, and Sanitary Sewer Overflow Program and provide technical advice on all types of Utility projects.

Requirements

  • Minimum of 3 years of budgetary experience.
  • Minimum of 3 years of experience in a managerial position.
  • Minimum 10 years of experience working with or in Public Works projects.
  • Valid Texas Class "C" driver's license or higher.
  • Valid Class "B" Water and Class "III" Wastewater license issued by TCEQ.
  • Knowledge of leadership and management qualities with the ability to supervise and lead other employees.
  • Knowledge of water production and treatment methods, wastewater treatment and operations, and lift station operations.
  • Knowledge of latest in water and sanitary sewer maintenance, rehab and repair methods.
  • Knowledge of latest construction activities, equipment, materials and methods.
  • Knowledge of current laws and regulations regarding engineering projects.
  • Knowledge of T.C.E.Q. Rules and Regulations, TXDOT Operations-Design and Procedures Manual.
  • Knowledge of utility operations and provide highly responsible and complex staff assistance to the Directors of the Public Works Department.
  • Knowledge of basic computer programs and SCADA operations.
  • Ability to evaluate projects and make on-site changes when needed.
  • Ability to evaluate projects and prepare studies and estimates based on site-specific conditions and economic alternatives.
  • Ability to communicate effectively orally and in writing.
  • Ability to conduct effective presentations to various groups, supervisors and subordinates.
  • Respond effectively to emergencies and high-pressure situations.
  • Exercise independent judgment and sound decision-making.
  • Read and interpret electrical schematics, blueprints, and technical manuals.
  • Database structuring and reporting tools.
  • Ability to establish and maintain effective working relationships with others.
  • Must pass background check and pre-employment substance abuse screening as a condition of employment.
  • A motor vehicle record check and job-related doctor's physical exam may also be required.
  • Safety-sensitive positions remain subject to random drug and alcohol testing after hire.

Responsibilities

  • Plan, direct, and supervise the work of subordinates and technical staff.
