About The Position

The Utilities Maintenance Supervisor oversees the facilities and process maintenance functions of the water treatment plant and remote sites, including: facilities cleaning, plant lighting, HVAC, grounds maintenance, waste management, roadway maintenance, safety and security. Determines maintenance and repair schedules for equipment and facilities. Manages workflow, work quality, and assigns work tasks to ensure proper operation and maintenance of the plant, source of supply, and distribution.

Requirements

  • High school education or GED
  • Minimum 3 years of industrial maintenance repair experience.
  • Valid Colorado driver’s license and a clear or MV R
  • Advanced knowledge of HVAC systems, mechanical, electronic, and electrical systems
  • Advanced knowledge of Grounds and landscaping maintenance
  • Advanced knowledge of Roofing systems
  • Advanced knowledge of Hazardous waste management
  • Advanced knowledge of Corrosion prevention
  • Advanced knowledge of Plumbing
  • Advanced knowledge of Supervisory principles and practices
  • Working knowledge of Mechanical engineering principles
  • Working knowledge of Procedures and equipment used in maintenance, repair and construction
  • Working knowledge of Drawings and interpreting blueprints
  • Working knowledge of Water treatment processes
  • Working knowledge of Applications software for Windows environment, Microsoft Office preferred
  • Advanced computer skills needed to work in a high technology environment, work with Computerized Maintenance Management System and other computer periphery equipment.
  • Strong communication skills needed to communicate both verbally and in writing.
  • Ability to write reports and correspondence, and give direction, guidance and informal presentations.
  • Ability to establish and maintain effective working relationships with co-workers, other city departments/divisions, management, public officials, contractors, vendors, and the general public.
  • Advanced analytical skills needed to determine maintenance and repairs needed; resolve problems.
  • Strong analytical skills needed to interpret technical manuals, specifications, blueprints, schematics, and mechanical drawings.
  • Strong mechanical skills required to work with the tools and equipment used in maintenance, repair, and construction.
  • Strong project management skills needed to plan, direct, and organize the work of staff, and enact long range plans up to 5 years.
  • Strong general management skills for budget management.
  • Strong general management skills for policy and procedure development and administration.
  • Strong mathematical skills needed to use mathematical formulas and conversion tables.

Responsibilities

  • Adheres to the requirements in the most current and applicable version of City of Englewood Administrative Policy Manual and/or the Englewood Employees Association Collective Bargaining Agreement.
  • Maintains satisfactory and harmonious relationships with the public and other employees; exhibits a high degree of professionalism, initiative, & tact on an ongoing and continual basis.
  • Plans, organizes, schedules, supervises, and evaluates the work of the facilities maintenance staff within the division.

  • Recommends selection of assigned staff and provides for their training and professional development.
  • Participates as a member of the division’s management team.
  • Contributes to the development and implementation of goals, objectives, policies, procedures, and service standards.

  • Documents staff successes and challenges.
  • Accountable for performance management of the AWTP Maintenance staff, including technical proficiency and job conduct.
  • Assists in the development of the division budget and monitors expenditures.
  • Reviews equipment, material, and supply needs.
  • Recommends expenditures and procurement.
  • Identifies and determines operational parameters and requirements for various maintenance programs, including the development, implementation and evaluation of preventive maintenance programs.
  • Prioritizes and coordinates major corrective repair and preventive maintenance activities with the plant staff to ensure integrity of the treatment process.
  • Directs the maintenance and utilization of the plant computerized maintenance management and inventory system.
  • Works collaboratively with the Plant Operators to keep the Allen WTP running effectively and efficiently.
  • Tracks physical assets and establishes replacement schedules.
  • Work collaboratively with Engineering Asset Management team to support data collection, data analytics, level of service performance tracking, and future rehabilitation and renewal planning for critical assets.
  • Screens work requests.
  • Identifies scope of work necessary and ensures proper authorizations.
  • Reviews completed work orders for accurate documentation.
  • Assists in procurement of materials, hardware, parts, chemicals, and manuals.
  • Monitors quality and completion of contracted services and manages vendor relationships.
  • Reviews and creates Methods of Procedure (MOPs), Job Hazard Analysis (JHA), and 30/60/90 Engineering and project design as necessary.
  • Monitors and ensures maintenance and repair quality to prolong the life of industrial equipment and machinery.
  • Performs inventory control ensuring adequacy of materials and parts inventory.
  • Assists in the procurement of materials, hardware, parts, chemicals, and manuals.
  • Completes reports and forms on manpower, supplies, purchasing, accident forms, hazardous condition reports, and facilities inspections.
  • Monitors quality and completion of contracted services and manages vendor relationships.
  • Conducts inspections of all plant process equipment for cleanliness, and defective or broken equipment.
  • Coordinates the resources required to maintain plant equipment standards.
  • Establishes, maintains, and modifies annual written service programs and schedules for the facility.
  • Functions as the Safety Officer for all of Utilities.
  • Ensures safety programs, policies, and procedures are understood and followed by all personnel.
  • Stays informed of all relevant technological advances for industrial equipment and machinery by networking, reading, and attending conferences/seminars.
  • Assumes the duties of the Industrial Mechanic and Operations Specialist when needed.
  • Writes technical bid specifications and researches large dollar purchases.
  • Participates in long range master planning activities.
  • Reviews and provides input on deficiencies and problems; reviews process change feasibility given machinery, system and equipment capability; and provides input on major site projects.
  • Performs other duties as assigned and required.
