About The Position

Under general supervision, the Utility Foreman provides leadership in the field while performing a variety of tasks related to the construction, maintenance, and repair of utility infrastructure. The Utility Foreman performs complex repairs to infrastructure using a variety of tools and applying significant skill in the safe operation of heavy construction equipment. As a representative of management, supports the mission, vision, strategic plan, goals, and decisions of the Department and City.

Requirements

  • Valid Class B Commercial Driver’s License required, with tanker and air brake endorsements.
  • Possess a valid CDPHE Distribution and/or Collections certification.
  • Possess a Competent Person Certification for trenching and shoring safety.
  • Possess a Confined Space Entry certification.
  • Valid Colorado driver’s license and a clear or acceptable MVR. Must have a CDL A or obtain one withing 180 days with required endorsements.
  • Eight years’ experience in the water/wastewater industry preferred.
  • Operation of a variety of vehicles and equipment required.
  • Minimum 3 years of Foreman experience in an outdoor construction environment and excavation maintenance utility experience in water, sewer and Storm sewer repair preferred.
  • Considerable experience with a minimum of 5 years’ experience related to the construction, repair, and maintenance of water distribution or wastewater collection or treatment systems including the operation of related maintenance equipment required or public utility management.
  • Distribution or Wastewater Collection Certifications or equivalent preferred.
  • Valid State motor vehicle operator’s license and acceptable driving record required.
  • OSHA-10/Trench Safety Training

  • Knowledge of work zone safety procedures. Flagger certification, confined space entry certification and trenching and shoring training required to perform some tasks.
  • Ability to successfully complete required driver training, including written and practical tests.
  • Ability to complete work orders and forms in a clear, accurate and timely manner.
  • Knowledge and ability to utilize computer tablets, laptops, pads, and other electronic devices to follow and document work activities.
  • Ability to perform and document pre-trip inspection on assigned equipment.
  • Ability to demonstrate knowledge and skill in proper use of trailers for hauling equipment.
  • Ability to safely excavate in and around utilities using a variety of tools and equipment.
  • Knowledge of proper methods to load and trailer equipment.
  • Ability to influence and lead others to successfully complete tasks and projects.
  • Ability to transfer skills to others through teaching, mentoring, and instructing while on the job.
  • Replace, repair, and maintain water meters, wells and appurtenances.
  • Ability to comprehend and implement required training and safety principles and procedures.
  • Knowledge of City, Department and Division policies and procedures.
  • Computer Skills – Advanced skills needed to work in a high technology environment, work with Computerized Maintenance Management System and other computer periphery equipment.
  • Communication – Strong skills needed to communicate both verbally and in writing. Ability to write reports and correspondence, and give direction, guidance and informal presentations. Ability to establish and maintain effective working relationships with co-workers, other city departments/divisions, management, public officials, contractors, vendors, and the general public.
  • Analytical – Advanced skills needed to determine maintenance and repairs needed; resolve problems. Strong skills needed to interpret technical manuals, specifications, blueprints, schematics, and mechanical drawings.
  • Mechanical – Strong skills required to work with the tools and equipment used in maintenance, repair, and construction.
  • Project Management – Strong skills needed to plan, direct, and organize the work of staff, and enact long range plans up to 5 years.
  • General Management – Strong skills needed for budget management. Also needed for policy and procedure development and administration.
  • Mathematical – Strong skills needed to use mathematical formulas and conversion tables.

Nice To Haves

  • Bachelor’s degree preferred.
  • Bachelor’s Degree in Construction Management, Civil Engineering or related field or equivalent years of experience in a closely related field preferred.
  • Must demonstrably show work towards acquiring certifications up to level four.

Responsibilities

  • Plans, organizes, schedules, supervises, and evaluates the work of the facilities maintenance staff within the division.
  • Takes a lead role in the field, utilizing years of experience, to assist with the direction of work and provides leadership, decision making, and instruction to other employees.
  • Transfers vast experience, knowledge, skills, and abilities by providing on-the-job training of Utility Workers and Specialists by coaching, mentoring, monitoring, and training.
  • Develops, monitors, and adjusts performance standards used for work assignment planning.
  • Reads and interprets a variety of maps, plans, construction diagrams, as-built drawings, and survey.
  • Instructs, performs, and ensures MUTCD compliant traffic control and safe work zone set up.
  • Instructs, practices, and ensures trench safety and confined space entry in accordance with regulations. Places sheeting, shoring, shielding and other devices to secure excavations as necessary.
  • Investigates water breaks, customer complaints, sewer backups and/or overflow events and provides interpretive information to organize an effective response.
  • In collaboration with leadership, communicate the work schedule to the customer(s) as required, supervise any sub-contractors and vendors on the project site.
  • Front-line employees are responsible for performing, as well as leading, training and directing the activities of a crew in the repair of underground utilities, ie: water, sewer and storm sewer.
  • Effectively manage and maintain the equipment for successful completion of each project.
  • Stays informed of all relevant technological advances for industrial equipment and machinery by networking, reading, and attending conferences/seminars.
  • Takes all precautions to protect employees and the public at work sites and to ensure the safety of the public, City of Englewood’s water supply, and the environment.
  • Uses tablets, control pads, laptops, and other electronic devices to report and complete work orders and inspections in an accurate and timely manner.
  • Is available for after hour callouts for emergency situations and maintains reliable and regular attendance.
  • Performs all duties and responsibilities of a Utility Workers.
  • Performs all other duties as assigned.
  • Ensure construction execution complies with plans and specifications.
  • Attend pre-construction and other meetings related to city projects.
  • Perform general construction activities, when applicable.
  • Analyze and resolve work problems with residents or crew members in discovering the resolutions.
  • Prepare and submit for review production, safety, time, and other reports, as necessary.
  • Document progress and redlines of activities for record.
  • Maintains and operates the water distribution systems through repair, routine maintenance, installations, sampling, utility locations, and assists in the excavation and repair of water lines and related infrastructure.
  • Maintain the wastewater collection system through repair, installation, routine maintenance, cleaning and inspection tasks.
  • Other general manual labor tasks as assigned.
  • May serve on employee committees.
