About The Position

The purpose of this classification is to perform semi-skilled to skilled construction and maintenance functions for utilities field operations and to lead a small crew of workers in specific functional areas. This role involves coordinating and overseeing work activities for smaller, routine tasks or components of larger tasks within an area of specialty, providing direction, guidance, and technical assistance to crew members. The position also assists in training new employees, demonstrates proper work methods, and trains them in the technical aspects of work functions. The lead technician will oversee crews engaged in making point repairs of utility lines, installing and replacing lines, cleaning sewer lines, and using specialized equipment. Additionally, they will lead crews in general street maintenance, including leveling gravel and asphalt, pouring concrete, placing barricades, directing traffic, and repairing sidewalks and potholes. This role requires monitoring and maintaining supplies, materials, and equipment, ensuring workers have sufficient materials, and overseeing equipment usage. The lead technician must keep the Utilities Field Coordinator informed of all work performed and progress, report problems, complete appropriate paperwork, and ensure the safety of all employees working on projects.

Requirements

  • High school diploma or valid equivalent
  • Five (5) years of experience as a Utilities Field Technician with the City of Boynton Beach; (prior outside experience will be considered)
  • Must possess and maintain a valid State of Florida Class B Commercial Driver's License (CDL)
  • Must possess and maintain (depending on the area of assignment) a Stormwater or Wastewater "B" Certification or a Level III Water Distribution License or a Class C or higher Water Treatment Plant Operator License.
  • Knowledge of safe work practices and the correct use of safety equipment.
  • Ability to monitor and ensure safe work practices in the field.
  • Knowledge of and the ability to determine needed supplies and submit requests to obtain supplies for job completion.
  • Knowledge of and the ability to ensure departmental policies, procedures and rules are followed.
  • Knowledge of safe shoring and trenching practices.
  • Ability to perform inspections to ensure work is completed and work sites are restored properly to pre-work condition.
  • Ability to provide training, guidance, direction, coordination, and technical assistance to field technicians.
  • Ability to provide input into lower level Field Technician's performance evaluations.
  • Ability to accurately prepare reports and maintain records.
  • Ability to effectively communicate both orally and in writing with co-workers, supervisors, and customers.
  • Ability to effectively interact with the public, supervisors, co-workers, other department staff, and with outside agencies.
  • Ability to develop good working relationships with lower level Field Technicians, supervisors and other department staff.
  • Ability to effectively deliver information to groups of employees.
  • Ability to independently and effectively lead staff on team projects as assigned.
  • Ability to lead crews handling multiple tasks across different functional areas.
  • Ability to lead, manage plan and organize daily maintenance work for Distribution, Waste Water Collections, and/or Stormwater.

Responsibilities

  • Coordinates and oversees work activities for smaller, routine tasks or components of larger tasks within area of specialty; provides direction, guidance and technical assistance to crew/team members; organizes, prioritizes, assigns, and oversees work; monitors status of work in progress and inspects completed work; and provides input into performance appraisals.
  • Assists in training new employees; demonstrates proper work methods and procedures; familiarizes them with work area, location of supplies, departmental policies, etc.; and trains them in technical aspects of work functions.
  • Leads crew engaged in making point repairs of utility lines for smaller, routine leaks and breaks, or tasks related to construction/maintenance projects for storm water, wastewater, and distribution; locates water and sewer lines; repairs sewer and water lines; turns water on and off as needed; installs new and/or replaces existing lines; cleans sewer lines; connects valves in water lines; cuts, measures and fits pipe; raises and lowers service lines; digs under streets and roadways to install lines; and uses specialized equipment to clean water mains, storm drains and sewer lines.
  • Leads crew engaged in various aspects of general street maintenance; levels gravel and asphalt; mixes, pours and cuts concrete; places barricades at various locations; directs traffic; repairs sidewalks, potholes and driveways; completes work orders; and maintains supplies and equipment.
  • Monitors and maintains supplies, materials, and equipment used to perform essential tasks; makes sure workers have sufficient materials to complete tasks; oversees use of equipment.
  • Keeps Utilities Field Coordinator informed of all work performed and progress of tasks; reports all problems and concerns regarding staff, projects, equipment, facilities/property, or other items relating to work performed; completes all appropriate paperwork; and complies with policies and procedures relating to reporting mechanisms and staffing issues.
  • Ensures safety of all employees working on projects, and sees that proper precautions are taken to avoid/minimize injury to employees or damage to property and equipment.
  • Participates in other departmental projects and activities as directed; performs basic and semi-skilled labor as appropriate to assist in completion of maintenance, upkeep, and construction projects for assigned division; uses hand tools and operates motorized tools as necessary to complete assigned task.
