About The Position

This position aims to safely make repairs for various construction and maintenance operations within the City. It accomplishes this by operating all specialty tools to complete construction projects. Duties include performing repairs to water and wastewater lines, providing traffic control, installing sewer and water taps, conducting repairs to manholes, hydrants, and valves, and interacting with other City employees and citizens. Work schedule: Monday through Friday, 8:00 a.m. to 5:00 p.m., nights and weekends as required, and on-call.

Requirements

  • A High School diploma or GED is preferred.
  • Must have at least one (1) year of experience in maintenance; prefer experience in water/wastewater maintenance and installation of services.
  • Experience using hand tools, small tools, concrete saws, and tapping machines is a plus.
  • Must possess a valid Texas Class "C" driver's license with a clear driving record.
  • Must possess a TCEQ Class “C” Water Distribution/Class “1” Wastewater Collection License or can obtain one within two (2) years.
  • Must be able to read, write, and understand the English language.
  • Must be able to lift, carry, push, and pull up to 100 lbs. for several minutes daily.
  • Must climb onto equipment safely, balance, stoop, bend, and crouch.
  • Must be able to use and operate various hand tools: shovels, rakes, saws, hammers, ratchets, and sockets.
  • Must be able to operate various gas-powered saws, chain saws, and hydraulic or electric pumps.
  • Must be able to work without supervision.
  • Must be able to communicate effectively with customers and coworkers.
  • Must have good attendance.
  • Must be able to install D.I., PVC, C.I., and clay pipe and their appurtenances.
  • Must be able to set meters and meter boxes and run water services from main to property.
  • Must be able to install and repair fire hydrants.
  • Must be able to install, repair, and replace water valves and set paving boxes.
  • Must have basic skills to load trucks and materials using a backhoe, loader, and forklift.
  • Must read tape measure; add, subtract, and multiply.
  • Must be able to run power equipment, including gas-powered compaction packers, gas-powered cut-off saws, hydraulic saws, hydraulic jack hammers, hydraulic pumps, air tools, jackhammers, impact wrenches, concrete saws, and must be familiar with water and sewer tapping machines, two-way radios, essential hand tools, and specialty power tools.
  • Must safely drive a ½-ton truck and operate a forklift as needed.
  • Must be able to train in all aspects of daily tasks and use hand and power tools, traffic control devices, concrete, asphalt, and carpentry work.
  • Must perform heavy manual labor over an extended time in varying weather conditions.
  • Must comply with all City and departmental policies and procedures and meet attendance and punctuality guidelines.
  • Must be available to work a rotating on-call duty, including nights, weekends, and holidays.
  • Must have reliable transportation and telephone and be close enough to Tyler to respond within 30 minutes of receiving a call.
  • Must stand for 6 hours daily; turn and sit for 3 hours daily; crouch for 2 hours daily; bend, stoop, walk, climb, crawl, and kneel for 1 hour daily.

Responsibilities

  • Repair water and sewer lines by excavating and restoring them, identifying the source of the leak, isolating line segments, exposing and making repairs, flushing the system, placing the line back into service, operating all the required valves, and always ensuring job site safety.
  • Provides traffic control by directing traffic at the work site and communicating safety rules to customers.
  • Conducts repair to hydrants and valves by isolating fire hydrant lead; exposing piping and assessing damages for repair; replacing or reinstalling parts; performing inspections before placing hydrant in service; exposing valve; isolating line segment; identifying the problem; repairing valve back to operational level; placing valve into the open position.
  • Completes the installation of sewer and water taps by assisting with the installation service, exposing mains in asphalt, soils, or concrete, installing taps penetrating mains, isolating lines as required, and inspecting and testing for leaks at new connections.
  • Excavate water and sewer mains and their appurtenance with shovels, rakes, pick hammers, hand saws, pry bars, etc.
  • Move, carry, push, pull, and lift supplies and parts used to repair, replace, and install water and sewer mains and their appurtenance.
  • Use gas and hydraulic saws, pumps, blowers, and compactors.
  • Use hand tools for the daily operation of construction.
  • Mix cement, stack bricks, and perform some carpentry and steelwork.
  • Fill vehicles and equipment with gas or diesel.
  • Use valve keys to turn valves on and off.
  • Load and unload materials used in the water/wastewater utility business.
  • Safely operate a pick-up to deliver parts or drive to job sites.
  • Use safety equipment provided in the daily routine of tasks.
  • Drive backhoe to and from job sites if required.
  • Safely use chains and binders to secure loads.
  • Clean up the work area.
  • Work requires being onsite and operating city vehicles to various locations.
  • Other duties as assigned.
