About The Position

Water, wastewater, stormwater, and other essential utility services are critical to daily life in Carmel. This role involves translating technical information into clear, engaging content for the public. The Utilities Communications Officer will be responsible for developing content across various platforms, including social media, video, public education campaigns, community events, and customer communications, to inform, educate, and engage the community about Carmel Utilities' services.

Requirements

  • 3–5 years of experience leading communications, marketing, or public outreach for a utility, business, public agency, or similar organization involving multiple stakeholders.
  • Strong writing and communication skills with the ability to tailor messages for customers, community partners, leadership, and other audiences.
  • Experience managing communications across digital, social, print, and traditional media channels.
  • Experience creating and editing short-form video content for social platforms.
  • Ability to take technical or complicated information and turn it into clear, engaging public-facing communication.
  • Experience managing projects and integrated campaigns from concept through execution.
  • Strong organizational skills and the ability to keep multiple projects, stakeholders, and deadlines moving at once.
  • Sound judgment, particularly when handling sensitive information or rapidly evolving situations.
  • Proficiency with Microsoft Office and project management platforms such as Asana.
  • A valid Indiana driver's license.

Nice To Haves

  • A degree in communications, marketing, business management, or a related field is preferred, or an equivalent combination of education, training, and experience.
  • Graphic design experience is a plus.

Responsibilities

  • Lead communications, marketing, public outreach, and media efforts for Carmel Utilities.
  • Develop engaging written, visual, and digital content that makes complex utility information clear and accessible.
  • Create and edit short-form video and social media content that educates, informs, and builds engagement.
  • Develop and execute integrated communication and marketing campaigns across multiple platforms.
  • Expand the Utilities' digital and social media presence using new tools, technology, and communication strategies.
  • Coordinate with City Marketing and Communications to integrate Utility news, initiatives, alerts, and educational content into broader City communications.
  • Manage important customer and compliance communications, including the annual Consumer Confidence Report and other required notices.
  • Work closely with Utility leadership, compliance staff, and subject-matter experts to identify communication needs and priorities.
  • Help plan and execute community outreach efforts and events, including serving as Co-Chair of Rain on Main in partnership with the Hamilton County Soil & Water Conservation District and Carmel Storm Water Utility.
  • Maintain Utility-related website content, including programs, reports, events, educational information, and alerts.
  • Coordinate with graphic designers, printers, and other creative vendors to produce high-quality educational and outreach materials.
  • Track communication efforts and prepare reports that measure results, identify trends, and help shape future strategy.
  • Assist with development and management of the communications and outreach budget.
  • Respond quickly and thoughtfully when emerging situations require timely public communication.
