About The Position

The US Regulatory Manager is responsible for operationalizing and maintaining Unchained’s compliance with U.S. financial services laws and regulations across lending, money transmission, and virtual currency activities. This role sits at the intersection of risk and compliance, operations, and technology, ensuring licensing, disclosures, reporting, monitoring, and regulatory obligations are effectively implemented and continuously managed across all jurisdictions in which Unchained operates. The ideal candidate combines deep regulatory expertise with strong operational execution skills. They will lead the full compliance lifecycle — from licensing and policy implementation to risk assessments, internal controls, process/workflow mapping, training, issue management, and regulatory examinations — while collaborating closely with Finance & Accounting, Product, Marketing, Trading, Lending, Operations, IT, Data, and Engineering teams. This role also requires a strong foundation in Governance, Risk, and Compliance (GRC) and Compliance Management System (CMS) principles, with the ability to translate regulatory requirements into scalable operational practices that support innovation while maintaining regulatory integrity.

Requirements

  • 7+ years of experience in regulatory compliance, legal/compliance, risk management, or advisory roles within financial services, fintech, payments, lending, or virtual currency businesses.
  • Experience managing or supporting state-licensed lending and/or money transmission programs.
  • Strong working knowledge of U.S. financial services regulations, including state lending and money transmission requirements, as well as federal regulations such as: Reg E, UDAAP, ECOA, TILA, E-Sign Act, BSA/AML concepts relevant to money transmission and virtual currency activities.
  • Experience implementing internal controls, compliance monitoring and testing, reporting frameworks, and audit/examination readiness programs.
  • Proven ability to work effectively across Product, Operations, Engineering, Finance, and Legal teams to deliver practical, business-aligned compliance solutions.
  • Excellent verbal and written communication skills, including the ability to translate complex regulatory requirements into operational controls and actionable guidance.
  • Strong analytical, problem-solving, and critical thinking skills with the ability to balance regulatory expectations with business objectives.
  • Comfortable operating in a fast-paced, highly regulated, and evolving environment.
  • Self-driven with strong organizational and project management skills.
  • Live in the United States.

Nice To Haves

  • Certified Regulatory Compliance Manager (CRCM) or similar certification.
  • Prior experience working for a state or federal financial regulator.
  • Hands-on experience responding to or leading multi-state regulatory examinations and audits.
  • Experience building or scaling compliance programs in fintech, bitcoin, digital asset, payments, or lending environments.
  • Familiarity with virtual currency regulatory frameworks and emerging digital asset policy developments.
  • Experience implementing GRC or CMS tooling and governance frameworks.
  • Demonstrated interest in bitcoin and the evolving regulatory landscape surrounding digital assets.

Responsibilities

  • Maintain and scale a comprehensive compliance framework tailored to lending, money transmission, payments, and virtual currency regulatory requirements.
  • Lead enterprise-wide regulatory risk assessments, documenting risks, controls, and mitigation strategies across business lines.
  • Oversee state licensing programs for lending and money transmission activities, including license maintenance, renewals, reporting obligations, examinations, and regulator communications.
  • Monitor and interpret evolving federal and state regulatory developments impacting bitcoin, digital assets, lending, and payments businesses.
  • Review and advise on new products, services, features, partnerships, and marketing initiatives for regulatory alignment and risk mitigation.
  • Collaborate cross-functionally to identify emerging risks and drive control enhancements, remediation plans, and operational improvements.
  • Develop, implement, and maintain internal controls, monitoring and testing programs, issue management processes, and governance reporting.
  • Support and manage regulatory examinations, audits, inquiries, and consumer complaints across multiple jurisdictions.
  • Partner with Product, Operations, Engineering, and Legal teams to operationalize regulatory requirements into scalable business processes and technical controls.
  • Develop and deliver compliance training to ensure regulatory requirements are understood and adhered to throughout the organization.
  • Contribute to the ongoing maturity and effectiveness of Unchained’s Compliance Management System (CMS) and broader Governance, Risk, and Compliance (GRC) initiatives.
