About The Position

We are seeking a highly organized and detail-oriented University HR Payroll Coordinator to join the University Office of Human Resources (UHR). at CUNY for a contract position. This role supports payroll operations for approximately 40,000 full-time and part-time employees across the University system and serves as a critical liaison between campus payroll teams and external government agencies. Reporting to the University HR Payroll Manager, the HR Payroll Coordinator will work independently in a confidential capacity to support payroll administration, policy implementation, compliance efforts, and collective bargaining agreement provisions.

  • Ability to manage multiple priorities and meet strict deadlines in a fast-paced environment.
  • Authorization to work in the U.S. is a precondition of employment.

Nice To Haves

  • Knowledge of federal, New York State, and New York City payroll laws and regulations.
  • Experience with NYC or NYS payroll systems, including job classifications, title structures, and coding systems.
  • Strong analytical, technical, research, and problem-solving skills.
  • Experience creating and running queries in: New York State OSC PSQuery (PeopleSoft), NYC CHRMS query systems
  • Proficiency with: Microsoft Excel (advanced preferred), Microsoft Word, Access, SharePoint, Dropbox, Microsoft Teams, Zoom
  • HRIS and payroll systems
  • Ability to work collaboratively with diverse stakeholders across all organizational levels.
  • Self-motivated, detail-oriented, and capable of working independently.

Responsibilities

  • Prepare and process payroll in accordance with University policies, regulations, and applicable Collective Bargaining Agreements.
  • Conduct payroll analyses, audits, and reporting to ensure accurate and timely payroll processing.
  • Serve as a subject matter expert for complex payroll transactions, including: Tax form corrections, Replacement paycheck requests, Refund checks to New York State and New York City, Correction of duplicate payments, Recalculate payments, deductions, and taxes to ensure accurate employee compensation.
  • Prioritize and manage workflow while auditing and transmitting payroll data from multiple University entities.
  • Review and apply payroll policies, procedures, and collective bargaining provisions.
  • Partner with Human Resources Business Partners across the University to support payroll compliance.
  • Identify opportunities to improve payroll processes, customer service, and client interactions.
  • Resolve payroll-related concerns and employee inquiries with professionalism and sound judgment.
  • Review and implement Payroll Bulletins issued by New York State and New York City.
  • Assist management with payroll audits and compliance reviews.
  • Conduct detailed reviews to support the timely implementation of Collective Bargaining Agreements.
  • Provide technical payroll guidance and customer support to campus employees and supervisors.
  • Audit college payrolls, identify discrepancies, and recommend corrective actions.
  • Perform additional duties as assigned.
