About The Position

SAIC has an opening for an experienced Unified Communications (UC) Engineer (SETA) in Chantilly, VA to assist a government customer in overseeing a global voice and video enterprise deployment, encompassing Unified Communications (UC), Mission Critical Conferencing System (MCCS), and a broad portfolio of collaboration technologies including Cisco Unified Communications Manager (CUCM), Cisco Jabber, MeetMe, Microsoft Teams, and other VoIP/VTC platforms. The successful applicant will serve as a senior technical advisor to the government, providing oversight of current technology deployments, identifying opportunities for improvement, and formulating strategic roadmaps for next-generation technology delivery, to include the integration of secure cloud-based collaboration platforms with existing on-premises UC infrastructure. This includes assisting the government with overseeing the design, implementation, and on-going support of enterprise-level voice and video solutions implemented by a variety of service provider contracts. Applicants must exhibit flexibility in task execution, provide technical expertise on a variety of Systems Engineering topics (e.g., requirements, service readiness, UC architecture, cloud integration, etc.) to deliver continuity of effort, demonstrate value-added judgment, and advise the government on Service Portfolio Management (i.e., cost, schedule, and performance) related program activities. The successful candidate will produce recommendations and deliverables (i.e., presentations, white papers, statements of work, technology roadmaps, etc.) in a thorough, practicable, and consistent manner congruent with the organization's objectives associated with IT infrastructure provisioning.

Requirements

U.S. Citizen
Active TS/SCI POLY
Within a STEM field of study (ref: DHS STEM list): Bachelor's and 9+ years of experience; or Master's and 7+ years of experience; or 16+ years of associated professional experience accompanied with relevant certification(s) may be considered in lieu of a degree
Demonstrated hands-on experience with Cisco Unified Communications Manager (CUCM) in an enterprise environment
Demonstrated experience with Cisco Jabber, MeetMe, and/or comparable enterprise collaboration platforms
Experience with Microsoft Teams enterprise deployment and/or O365 UC integration
Experience with hybrid UC architecture, including integration of on-premises Cisco UC infrastructure with secure cloud-based collaboration platforms
Experience with Video Teleconferencing (VTC) systems and enterprise video infrastructure
Experience supporting globally distributed voice and video deployments across multiple sites and time zones
Familiarity with VoIP protocols (SIP, H.323, SCCP, etc.) and enterprise telephony architecture
Experience with mission-critical or government UC environments strongly preferred

Responsibilities

Function as the technical liaison and Subject Matter Expert (SME) between technology delivery vendors and government stakeholders across a globally deployed conferencing service
Provide expert-level advisory support on Cisco Unified Communications Manager (CUCM), Cisco Jabber, MeetMe, Microsoft Teams, and comparable enterprise collaboration platforms
Assess current voice and video technology deployments, identify gaps, inefficiencies, and technical debt, and make actionable recommendations for improvement
Advise government stakeholders on Cisco-to-cloud interoperability, hybrid UC architecture, and the integration of secure cloud-based collaboration platforms with existing on-premises infrastructure
Perform technical evaluations to verify vendor proposals and delivered solutions comply with form, fit, and function requirements as defined in applicable Statements of Work
Evaluate vendor proposed architectural drawings for mission continuity and configuration control across all global sites
Develop and maintain a multi-year technology roadmap for the government's global voice and video enterprise, aligning future investments with mission requirements and industry trends
Perform market research and maintain current awareness of the UC and conferencing industry, to include emerging voice, video, collaboration, and secure cloud-based technologies and platforms
Evaluate next-generation technology options, including hybrid and cloud-based UC solutions, and produce white papers, briefings, and recommendations to inform government investment decisions
Advise the government on modernization strategies, including migration paths from legacy on-premises systems to next-generation UC and cloud-based platforms
Recommend prioritizations of investment opportunities to the Government Program Management Office (GPMO) to optimize funds expenditure
Independently engage stakeholders across globally distributed launch facilities, mission ground stations, factory locations, and operational sites to elicit, capture, and document enterprise UC and conferencing requirements
Translate stakeholder needs into well-defined technical requirements, concepts of operations (CONOPs), and user stories that accurately reflect mission priorities and operational workflows
Maintain a living requirements baseline, tracking requirement evolution and ensuring traceability from stakeholder need through SOW, task order, and delivered solution
Facilitate Technical Exchange Meetings (TEMs) and requirements review sessions with customers to educate them on available capabilities, validate requirements, resolve conflicts, and establish consensus on priorities and delivery sequencing
Assess customer needs and make design recommendations tailored to mission-specific environments
Draft and/or review Requests for Information (RFI) and Requests for Proposals (RFP) that accurately describe customer needs and design recommendations for the government
Advise the government on prioritization of requirement evolution, balancing mission impact, technical feasibility, resource constraints, and delivery timelines
Provide oversight of the Change Management process, ensuring that vendor implementations meet government quality standards and do not disrupt critical mission operations or launch activities
Review all proposed changes for potential risks or operational impacts, providing government stakeholders with recommendations as part of the approval process
Conduct Quality Assurance (QA) assessments of vendor implementations and platform operations, documenting findings per contract requirements and advising the government on corrective actions
Advise the government on best courses of action to address product delivery quality issues, including vendor performance deficiencies, technical debt, and gaps between delivered capability and mission requirements
Function as a project manager to ensure service deliveries occur on-time to avoid impacts to scheduled mission activities
Oversee Repair Maintenance Activity (RMA) vendor support activities, recap efforts, and other life-cycle management activities
Facilitate Program Management Reviews (PMRs) between vendors and stakeholders to maintain open lines of communication, establish vendor feedback opportunities, and address emerging changes in service delivery requirements
Review pricing from vendors for equipment and parts, track price increases, and update the Enterprise Product Lists (EPL) as needed
Review all invoices to verify work charges are consistent with task expectations and make payment recommendations to the government
Collaborate with teammates to develop and maintain comprehensive program documentation including requirements documents, CONOPs, SOWs, acquisition packages, architecture diagrams, deployment guides, operational support documents, and lifecycle plans
Produce and present briefings to upper management and government stakeholders capturing program status, vendor performance, requirement evolution, and recommended courses of action
Proactively collaborate with government stakeholders to capture, communicate, and address technical challenges, recommending solutions to enhance platform quality and service delivery
Validate that vendors produce and maintain accurate system documentation, including architecture diagrams, deployment guides, operational support documents, and lifecycle plans
Provide consistent reporting on program performance, delivery milestones, and compliance status to government leadership and the COTR
