About The Position

As a CACI UAS Test Asset Management Lead supporting JIATF 401, you will serve as the organization’s senior subject matter expert (SME) and enterprise integrator for the centralized management, sourcing, allocation, and accountability of unmanned aircraft systems (UAS) and related test assets used to support science and technology (S&T), experimentation, testing, training, operational assessment, and capability development.

  • Demonstrated ability to evaluate UAS and select appropriate platforms based on technical and operational requirements; strong knowledge of UAS markets, manufacturers, suppliers, and emerging technologies.
  • Deep understanding of test and evaluation, experimentation, operational assessment, or threat-replication activities.
  • Knowledge of federal acquisition and contracting processes sufficient to translate technical requirements into executable acquisition actions.
  • Understanding of resource management, budgeting, and requirements prioritization.
  • Ability to manage competing requirements for scarce resources and recommend allocation priorities.
  • Strong analytical skills and the ability to develop enterprise inventory, demand, and utilization metrics.
  • Ability to integrate technical, operational, acquisition, contracting, logistics, and resource-management stakeholders.

Responsibilities

  • Serves as the central point for consolidating UAS requirements across organizational divisions, programs, test activities, ranges, demonstrations, exercises, and experimentation efforts.
  • Establishes a repeatable requirements intake and validation process that captures the purpose, technical characteristics, quantity, timing, configuration, and operational conditions associated with each requirement.
  • Analyzes requirements across the enterprise to identify common needs, competing demands, duplication, capability gaps, and opportunities to consolidate purchases.
  • Develops demand forecasts based on scheduled tests, demonstrations, experimentation, training events, and anticipated operational requirements.
  • Maintains an enterprise requirements picture linking projected UAS demand to available inventory, procurement actions, funding, and organizational priorities.
  • Advises leadership when demand exceeds available inventory or resources and recommends allocation or procurement priorities.
  • Develops and manages the organization’s centralized UAS inventory and allocation framework.
  • Maintains enterprise visibility of UAS quantities, types, configurations, location, availability, condition, ownership, and planned utilization.
  • Establishes procedures for requesting, prioritizing, issuing, transferring, recovering, repairing, replenishing, and retiring UAS assets.
  • Allocates limited or high-demand UAS resources among subordinate organizations and activities based on mission priority, test objectives, availability, cost, and leadership guidance.
  • Develops mechanisms for dynamically reallocating assets as operational and test priorities change.
  • Identifies inventory thresholds and recommends replenishment actions before shortages affect scheduled activities.
  • Develops metrics for utilization, expenditure, loss rates, availability, demand, procurement lead times, and inventory health.
  • Provides leadership with a common operating picture of UAS inventory, requirements, projected shortages, and acquisition status.
  • Serves as the organization’s principal SME for UAS selection and employment in support of testing and experimentation.
  • Maintains current knowledge of a broad range of UAS technologies and configurations
  • Translates test objectives into technical UAS requirements and recommends the platform or combination of platforms best suited to replicate the required operational condition.
  • Identifies appropriate sources for UAS required for tests, demonstrations, experiments, training events, and operational assessments.
  • Conducts technical market research and assesses commercially available and other accessible UAS against organizational requirements.
  • Develops technical specifications and requirements packages necessary to support acquisition actions.
  • Works with contracting professionals to develop acquisition strategies, statements of work, performance requirements, technical evaluation criteria, and other acquisition documentation.
  • Provides technical expertise during source selection and vendor evaluation activities, as appropriate.
  • Identifies opportunities for enterprise contracts, IDIQs, BPAs, or other acquisition mechanisms that reduce procurement timelines for recurring UAS requirements.
  • Tracks acquisition lead times and recommends advance procurement when future demand indicates potential inventory shortfalls.
  • Coordinates rapid sourcing actions when emerging test or operational requirements cannot be satisfied through existing inventory.
  • Works closely with the organization’s Resource Management (RM) team to align UAS requirements with available funding and organizational priorities.
  • Functions as the integrator among organizations involved in acquiring, managing, and employing UAS assets.
  • Participates in test and experimentation planning to understand objectives and determine appropriate UAS requirements.
  • Advises test planners on the feasibility and suitability of proposed UAS platforms.
  • Matches UAS capabilities to specific test objectives and operational scenarios.
  • Works with technical and operational teams to determine whether existing inventory can satisfy a requirement or whether a new platform must be sourced.
  • Supports development of representative UAS profiles needed to evaluate systems under realistic operational conditions.
  • Captures lessons from test events regarding UAS performance and incorporates those findings into future sourcing and inventory decisions.
