About The Position

The Railroad Commission of Texas requires the services of a Senior Technical Project Manager to lead the planning, coordination, and execution of initiatives related to transitioning reporting and data‑extract processes from the mainframe environment to the future cloud platform. This role requires strong technical understanding, excellent communication skills, and the ability to collaborate with business stakeholders, data engineers, architects, and leadership teams. The ideal candidate will have experience in large‑scale data modernization efforts and a strong background in requirements gathering, data workflows, and enterprise reporting. The Candidate will be responsible for delivering multiple projects on schedule and within budget by applying project management best practices, ensuring scope alignment, managing stakeholder expectations, and tracking project risks and issues.

Requirements

Graduation from an accredited four-year college or university with a degree in computer science or a related field
Technical project management experience preferably in data or system modernization projects
Strong understanding of mainframe systems, legacy reporting, and data extract processes
Experience with cloud platforms (Snowflake, Azure, AWS, or similar)
Proven ability to gather and document complex business and technical requirements
Demonstrated success managing cross‑functional teams and large‑scale modernization or mainframe decommissioning initiatives
Background in enterprise reporting systems or BI platforms.
Experience in creating project plans, dashboards, Gantt charts, and executive status reports
Highly organized and adaptability in fast moving environments
Ability to translate complex information for diverse audiences

Nice To Haves

Familiarity with ETL/ELT pipelines, data migration, and data transformation workflows

Responsibilities

Lead end‑to‑end project delivery for reporting and extract migration from mainframe systems to the Cloud or Lake.
Develop and manage project plans, timelines, milestones, risks, and dependencies.
Facilitate cross functional communication and coordination between technical teams, business units, and leadership to ensure alignment.
Conduct detailed sessions with business stakeholders to understand reporting, extract, and downstream data needs.
Work closely with data engineers, solution architects, and teams to ensure requirements are accurately implemented.
Apply Agile methodologies (Scrum/Kanban) to drive sprint planning, backlog grooming, and delivery milestones.
Proactively manage project risks, issues, dependencies, and mitigation strategies.
Oversee quality assurance and monitor solution performance in collaboration with technical leads.
Ensure the creation and maintenance of key project documents such as plans, timelines, milestones, reports and dashboards.
Support RRC's regulatory obligations in the Oil, Gas, and Energy sector through disciplined delivery and documentation.
