About The Position

Under the lead work direction of the Principal Investigator, the TRIO Program Lead Analyst serves as the administrative and operational lead for the SOAR TRIO program. The incumbent is responsible for coordinating and administering program operations in compliance with federal TRIO regulations, University policies, and established program requirements. The position independently performs complex analytical and administrative work related to program planning, fiscal management, compliance, and reporting. This includes monitoring program activities, preparing and analyzing reports, and supporting the evaluation of program effectiveness. The incumbent provides lead work direction on administrative processes, coordinates workflows, and serves as a liaison with campus and external partners to support program operations.

Requirements

  • General knowledge and skills in the applicable administrative and/or program field with a foundational knowledge of public administration principles, practices, and methods.

Laws and regulations are highly complex and require substantial judgment and discretion in interpreting and applying them to the specialty or program area. Incumbents at this level often may have certification in a specialty area.

Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas.

  • Equivalent of two years of professional experience in one of the student services program areas or in a related field; experience should give evidence of competence and indicate the potential for further growth.
  • A master’s degree in a job‑related field may be substituted for one year of the professional experience.
  • Equivalent to graduation from a four-year college or university in one of the behavioral sciences, public or business administration or a job‑related field.
  • Additional specialized experience during which the applicant has acquired and successfully applied the knowledge and abilities may be substituted for the required education on a year‑for‑year basis.

Nice To Haves

  • Minimum of 3 years managing academic programs such as TRIO or similar programs serving educationally disadvantaged students.
  • Minimum of 3 years of experience working on assisting students with solutions to academic, social, and personal challenges—especially as they relate to those confronting SOAR TRIO participants.
  • Minimum of 3 years of experience working with program planning, development, budget management, and program evaluation.
  • Strong interpersonal, organizational, and management skills as well demonstrated written and verbal communication abilities.
  • Highly proficient with use of computers (PC and Apple), Microsoft Office applications (especially Excel and Outlook), cloud computing and storage (box), Canva, working use of social media applications (Instagram, Facebook, etc.), working knowledge and use of AI (ChatGPT), and working knowledge of CSU systems, like EAB (Education Advisory Board), CS (campus Solutions), Data Warehouse, Concur, and Docusign/Adobe Ink.
  • Working knowledge of Annual Performance Reporting (APR) with the US Dept. of Ed. and related G5 (Grants) system.
  • Demonstrated ability to develop effective working relationships with faculty, staff, campus officials, community organizations, and schools.
  • Experience overseeing daily project operations and evaluate project services to ensure that procedures and policies are implemented per grant requirements.

Responsibilities

  • Collaborating with the Principal Investigator to develop, carry out, and revise as needed, the strategies, vision, mission, and goals of SOAR TRIO.
  • Collaborate with the Principal Investigator to shape and refine the strategies, vision, mission, and goals of SOAR TRIO.
  • Adhere to the grant proposal and work with the Principal Investigator to set program priorities and ensure effective service delivery.
  • Continuously assess office processes, procedures, and practices to support program goals and share insights with staff during scheduled meetings.
  • Coordinate, support, and facilitate workshops and community-building events in alignment with TRIO mandates and the approved grant proposal.
  • Ensure alignment with evolving U.S. Department of Education regulations and university policies to protect and strengthen program resources.
  • Prepare and ensure timely submission of Annual Performance Reports (APRs) and budget documents to the U.S. Department of Education.
  • Ensure all participants admitted into the program meet federal TRIO eligibility requirements.
  • Maintain participant performance and application records, updating and creating documentation as needed.
  • Participate in the upkeep of program web applications, websites, and social media platforms.
  • Implement the grant-established Plan of Operation and adjust it as needed to meet program objectives and respond to policy changes.
  • Carry out grant-specified evaluation procedures, including assessment of participant satisfaction, academic progress, and progress toward program objectives.
  • Share program successes, best practices, and notable outcomes with campus and community partners.
  • Work with advising and tutoring centers to highlight the needs of first-generation and low-income students and promote institutional support for TRIO populations.
  • Explore, pursue, and secure external funding opportunities to sustain long-term program services.
  • Support and promote the growth of the SOAR TRIO Alumni Association, fostering engagement, volunteerism, and potential financial support.
  • Provide direction, guidance, and ongoing support to program staff, including feedback on key program activities such as workshops, advising, tutoring, and community events.
  • In partnership with Main HR and ORSP, ensure appropriate staffing levels, including preparing and revising position descriptions for staff and student roles.
  • Collaborate with HR and ORSP on staff recruitment, selection, and onboarding processes.
  • Offer daily leadership to staff to ensure smooth and effective program operations.
  • Coordinate opportunities for staff training, skill-building, and professional growth.
  • Hold regular staff meetings to support communication, alignment, and strong program execution.
  • Prepare and present quarterly budget reports to Principal Investigator.
  • Comply with the established University and federal TRIO accounting, budgeting, and expense principles.
  • Anticipate fiscal structural issues and work on solutions to same, with support of Principal Investigator.
  • Coordinate and complete all requirements for programmatic and budgetary requirements
  • Manage and track funding via established university systems and retain internal records of monthly expenses and balances.
  • Submit budgets, budget narratives, and any other Dept. of Ed. related requests.
  • Represent the program at on/off campus events.
  • Participate on campus and regional advisory boards related to the support of target population and share best practices and insight to strengthen support for target population and student programs in general.
  • Work with the College to represent SOAR TRIO to admitted students at Explore and Preview days.
  • Create and foster collaborative relationships with the University’s academic departments, campus partners, student services Leads, community organizations, and state or federal agencies to develop and/or maintain program resources.
