Requirements

  • High School diploma.
  • Demonstrated experience and/or education in identifying cultural properties, sites, and/or items.
  • Confidence in communicating both verbally and written.
  • Physical ability to work in demanding environments, including the ability to utilize ladders and stairs, and the ability to carry instruments and/or supplies up to 35 pounds.
  • U.S. Citizenship (due to federal contract security requirements).
  • Ability to successfully pass a federal background investigation to secure and maintain DOE Q security clearance (due to federal contract security requirements).
  • Health & Safety training, medical monitoring, and client-driven drug and background testing.
  • Understanding that marijuana remains a Schedule III controlled substance under Federal Law, and federal contractors must follow Federal drug-free workplace rules which prohibit marijuana use, even if medical or recreational use is permitted under State Law.

Responsibilities

  • Provide cultural resources monitoring of ground disturbing activities in the vicinity of cultural sites during pre-construction and construction activities as stipulated by the Memorandum of Agreement (MOA) for the Electrical Power Capacity Upgrade Project (EPCU).
  • Participate in safety and environmental pre-job meetings and abide by all project safety protocols, including wearing personal protective equipment.
  • Coordinate monitoring activities with the LANL Cultural Resources team, Project Manager, and EPCU STR.
  • Communicate directly with the LANL Cultural Resources team, Project Manager, and EPCU STR regarding monitoring activities and any identified issues or concerns.
  • Abide by the project's three (3) week look-ahead schedule to ensure tribal monitor representation from each of the five designated pueblos.
  • Participate in the Plan of the Day status meeting and daily pre-job and post-job brief meetings.
  • Participate in Design Review meetings and Construction Review meetings as applicable.
  • Immediately report any discoveries to the LANL Cultural Resources team, Project Manager, or EPCU STR.
  • Provide daily monitoring reports to the LANL Cultural Resources team, Project Manager, or EPCU STR, including daily activities, areas and activities monitored, and any issues or concerns encountered and resolved.
  • Participate in the design review process and provide input on anticipated pole locations, tensioning sites, laydown areas, and identification of historic properties to be avoided.
  • Observe ground-disturbing activities during project pre-construction and construction, including vegetation clearing, grading, trenching, and other soil-disturbing work.
  • Participate in ground disturbing preconstruction and construction activities to identify any previously unidentified historic properties, traditional cultural properties (TCPs), or items subject to the Native American Graves Protection and Repatriation Act (NAGPRA) encountered during monitoring.
  • Maintain applicable Minimum Approach Distances (MADs) during all preconstruction and construction activities such as trenching and excavation.
  • Actively observe ground disturbance to look for indications of cultural items near/around construction equipment.
  • Work with the LANL cultural resource team and project team to prioritize monitoring locations if multiple construction activities are occurring simultaneously.
  • If a Tribal monitor needs to pick up a potentially significant artifact to examine it, replace it to the same location where it was found, as the project follows a non-collection policy.
  • Ensure no artifacts are removed from the project area.
