About The Position

The Tribal Historic Preservation Director serves as the executive administrator of the Tribal Historic Preservation Office (THPO) and is responsible for the overall leadership, management, and operation of the department. The THPO Director oversees personnel, budgets, grants, contracts, compliance, strategic planning, cultural resource protection programs, and daily departmental operations. The THPO Director serves as the Tribe’s lead authority and representative on matters involving historic preservation, cultural resources, sacred sites, burial protection, repatriation, Section 106 consultation, and related federal, Tribal, and intergovernmental processes. The position is responsible for ensuring compliance with applicable laws, regulations, grant requirements, and Tribal cultural protocols while protecting and preserving the Tribe’s cultural, historical, and spiritual resources. The THPO Director supervises staff, coordinates with Tribal leadership, elders, spiritual leaders, agencies, and external partners, and provides oversight of preservation initiatives, consultation activities, records management, reporting, and community outreach efforts both on and off reservation lands.

Requirements

  • Minimum of five (5) years of progressively responsible experience in Tribal historic preservation, cultural resource management, governmental administration, grants management, program management, or related leadership positions.
  • Demonstrated experience administering grants, budgets, contracts, and federally funded programs.
  • Demonstrated knowledge and experience working with: NHPA, 36 CFR Part 800, ARPA, NAGPRA, AIRFA, NEPA, Tribal cultural resource laws, and Federal Indian law principles.
  • Must possess strong supervisory, organizational, administrative, fiscal management, and leadership skills.
  • Must possess thorough knowledge of Tribal government operations, Tribal sovereignty, treaty rights, and intergovernmental relations.
  • Must possess excellent written, verbal, and interpersonal communication skills.
  • Must possess the ability to maintain confidentiality and professionally manage culturally sensitive matters.
  • Must possess proficiency with office management systems, records management, Microsoft Office programs, digital databases, and reporting systems.
  • Must possess a valid driver’s license and ability to travel as required.

Nice To Haves

  • Bachelor’s degree in Archaeology, Anthropology, History, Native American Studies, Cultural Resource Management, Public Administration, Environmental Science, or a related field is strongly preferred. Equivalent combinations of education, traditional knowledge, training, and professional experience may be considered.
  • Tribal preference and Indian preference shall apply in accordance with applicable Tribal laws and policies.

Responsibilities

  • Direct and oversee all THPO operations, staff, programs, budgets, grants, contracts, and departmental activities.
  • Develop and implement departmental goals, policies, procedures, and strategic plans.
  • Supervise, mentor, and evaluate THPO staff, consultants, interns, and contractors.
  • Prepare and submit required monthly, annual, fiscal, grant, and program reports.
  • Develop and administer departmental budgets and monitor expenditures.
  • Oversee grants, contracts, cooperative agreements, and funding compliance requirements.
  • Prepare grant applications, financial reports, reimbursement requests, and audit documentation.
  • Identify and pursue additional funding opportunities.
  • Ensure compliance with NHPA, ARPA, NAGPRA, AIRFA, NEPA, 36 CFR Part 800, and applicable Tribal laws and codes.
  • Coordinate Section 106 consultation, environmental review, archaeological review, and cultural resource protection activities.
  • Serve as the Tribe’s designated NAGPRA representative and oversee repatriation-related matters.
  • Develop and implement policies and procedures for inadvertent discoveries involving human remains, funerary objects, sacred objects, and archaeological resources.
  • Work collaboratively with elders, spiritual leaders, Tribal leadership, and community members on cultural preservation matters.
  • Maintain records and inventories of historic properties, sacred sites, burial locations, cemeteries, and cultural resources.
  • Assist in the protection and preservation of graves, cemeteries, and sacred sites.
  • Promote cultural preservation through outreach, education, partnerships, internships, and community programs.
  • Represent the Tribe in consultation and coordination with federal, state, Tribal, and local agencies on cultural resource matters both on and off reservation lands.
