About The Position

The Iowa Department of Health and Human Services (HHS), Division of State-Operated Specialty Care, Bureau of State Training School (STS) is seeking a Treatment Program Administrator to join our team! This is a full-time position with a Monday – Friday, 8:00 a.m. - 4:30 p.m. schedule with flexibility and on-call responsibilities. The primary responsibilities of the Treatment Program Administrator are to provide direct oversight of the Cottage Youth Counselor Supervisors, and to ensure continuity, structure, consistency and effective treatment planning to the students assigned to the cottages. The Treatment Program Administrator operates at an administrative level assisting in identifying and implementing all policy and procedures regarding the living units. STS offers a holistic social, behavioral, psychiatric, academic, and vocational program that utilizes evidence-based practices to provide a secure setting, rooted in treatment, for males ages 12 to 18 years old who have been adjudicated delinquent. STS provides individualized treatment plans and offers comprehensive education with the goal of successfully transitioning young men back into the community.

Requirements

  • Graduation from an accredited college or university and experience equal to four years of full-time professional-level work in a treatment or habilitation program for correctional inmates, delinquent, disadvantaged, mentally or emotionally ill, or intellectually disabled, two years of which were at the administrative, consultive, advanced professional, or supervisory level; OR an equivalent combination of education and experience substituting thirty semester hours of graduate level course work in the administrative sciences (e.g., business administration), social/behavioral sciences, or health sciences for each year of the required experience up to a maximum substitution of two years of the general experience requirement (no substitution for the consultive, advanced professional, administrative, or supervisory experience) shall be considered as qualifying.
  • For purposes of qualifying, "professional-level experience" shall be exemplified by responsibility for assessment and diagnosis of client problems and needs, developing a plan of treatment, evaluating client progress toward meeting treatment goals, modifying treatment objectives.
  • Work at this level generally requires a prerequisite of four or more years of post high school educational training in one of the behavioral, social, or health sciences.

Responsibilities

  • Provide supervision, accountability, direction, and communication to the clinical staff of the State Training School so that the facilities are consistent, effective, and efficiently implemented.
  • Directly supervise the Youth Counselor Supervisors (YCS) and conduct annual evaluations.
  • Facilitate department meetings and attend management meetings and any other meetings assigned.
  • Attend Cottage meetings, Cottage evaluations, MDTM meetings, ICP’s, IEP’s, etc.
  • Conduct regular cottage/campus visits.
  • Assist in policy development, implementation, and review.
  • Review reports on progress, special incidents, etc.
  • Collect and review all student grievances.
  • Respond to Step 2 grievances.
  • Complete Duty Superintendent responsibilities.
  • Assume administrative and supervisory responsibilities in the absence of the Deputy Superintendent.
  • Oversee employee misconduct investigations.
  • Participate in the hiring process and make recommendations for hire/promotion to the Deputy Superintendent.
  • Other duties as assigned.
