About The Position

The Treasury Specialist plays a key role in safeguarding PAHO’s financial integrity by supporting effective treasury, banking, and investment operations. The position contributes directly to sound financial management, risk mitigation, and the efficient use of resources across the Organization.

Requirements

  • A bachelor’s degree in accounting, business administration or finance from a recognized university.
  • Seven years of combined national and international experience in accounting and/or finance, with at least two years of supervisory experience.
  • Experience with International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) required.
  • Fluency in English is required.
  • Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word, Excel, PowerPoint, Teams, SharePoint and Outlook.
  • Experience with complex ERP systems particularly regarding financial, accounting, and/or administrative operations.
  • Strong knowledge of treasury operations, accounting standards, investment management, and financial risk management.
  • Analytical ability to assess financial alternatives related to investments, banking services, and accounting transactions.
  • Proven supervisory and team leadership skills, including training, coaching, and performance management.
  • Ability to build and maintain effective working relationships with internal stakeholders and external financial partners.
  • Excellent communication, interpersonal, and organizational skills, with the ability to present complex information clearly and diplomatically.

Nice To Haves

  • Working knowledge of Spanish would be an asset.
  • Other IT skills/knowledge of report writing or other data management tools such as Visio, Access and Project, would be an asset.

Responsibilities

  • Promote and implement best practices in treasury operations, accounting, and financial risk management, including automation and process improvements.
  • Monitor financial risks and ensure accurate, timely reporting in line with PAHO financial policies, rules, and standards.
  • Manage cash liquidity and develop cash flow forecasts for headquarters and country offices across different time horizons.
  • Support investment activities by liaising with banks, asset managers, and investment counterparts, and contributing to reports and documentation for senior management and the PAHO Investment Committee.
  • Oversee banking operations, including relationships with banking partners, authorization of payments, bank reconciliations, and monitoring of banking fees.
  • Provide guidance and training to finance and treasury colleagues, and support compliance with treasury-related policies and procedures.
