About The Position

The City/County Association of Governments (C/CAG) is seeking qualified candidates for the position of Transportation Systems Coordinator. This role involves planning, organizing, and coordinating activities and programs related to the Congestion Management Program for the County. The coordinator will provide technical and administrative support to C/CAG and its committees on transportation issues, including agenda planning, coordinating presentations, researching and following up on information requests, and formulating policy recommendations. Additionally, the role requires coordinating projects with cities within the County and with outside agencies. C/CAG is a joint powers agency serving the County of San Mateo and its 20 incorporated cities and towns, acting as the designated Congestion Management Agency, County Transportation Agency, Airport Land Use Commission, and Countywide Stormwater Pollution Prevention Program Manager. C/CAG focuses on transportation planning, sustainable communities, stormwater runoff, transportation/housing linkage, and climate change, aiming to create a safe, equitable, and accessible multi-modal transportation network and an environmentally sustainable, climate-resilient future. Requirements

Three years of increasingly responsible managerial experience preferably in the transportation field.
Knowledge of principles and practices of public administration and program management, including transportation planning, implementation, and evaluation.
Knowledge of principles and practices of contract negotiation, preparation, and administration.
Knowledge of pertinent local, state, and federal laws, rules, regulations, and enforcement procedures.
Knowledge of practices and procedures as applied to the analysis and evaluation of programs, policies, and operational needs.
Knowledge of basic principles and practices of the County's operations and its administration and organization.
Ability to research, analyze, and make recommendations on administrative and management practices and procedures.
Ability to perform transportation planning and programming.
Ability to communicate effectively both orally and in writing to diverse audiences.
Ability to prepare comprehensive administrative, fiscal, and technical reports and correspondence.
Ability to establish and maintain effective and cooperative working relationships with others contacted in course of performing assigned responsibilities.
Ability to integrate a variety of activities and services to achieve program goals, objectives, and priorities.
Ability to apply principles and techniques of community organization.

Responsibilities

Plan, manage, and coordinate complex, multi-component transportation projects and programs from concept development through implementation, including projects that integrate transportation technology, active transportation, traffic operations, safety, and other multimodal improvements.
Provide technical and administrative support to the City/County Association of Governments (C/CAG) and its committees, including agenda planning and coordination of presentations, research and follow up on requests for information, and formulation of policy recommendations.
Manage complex project delivery activities, including development of scopes of work, schedules, and budgets; procurement and contracting; direction and coordination of consultants and vendors; technical and stakeholder coordination; risk and issue resolution; and monitoring of project milestones and deliverables.
Represent the County and C/CAG in meetings and interactions with the regional planning agency, the State Department of Transportation, and Bay Area congestion management agencies; and interpret and implement rules and regulations.
Provide highly complex staff assistance to senior-level management.
Participate in the development and implementation of program goals, objectives, policies, procedures, and priorities.
Maintain and foster effective working relationships with a variety of public and private organizations, including other County departments and agencies.
Assist in the development of County-wide transportation priorities and implementation strategies.
Assist in advocating for funding to support comprehensive transportation programs.
Advise Legislators of the official position on legislation taken by C/CAG and maintain liaison with officials in the Legislative and other governmental jurisdictions to further the interests of C/CAG in such matters.
